Audit Process for Private Providers The Altamonte Springs Building and Fire Safety Department (BFSD) Performs Private Providers audits in accordance with State Statute 553.791. Audits on single discipline permits including but not limited to, roof replacement, water heater replacement, solar and generator installs, may be conducted after the Private Providers notifies BFSD that a final inspection has been completed. If discrepancies are found, the Private Providers will be notified of the code compliance issues for correction. Correction of any non-code conformance issues will be the responsibility of the Private Providers to arrange with the contractor. On large projects that involve multiple trades and/or permits, a preconstruction meeting with the Private Providers, contractor and BFSD will be conducted. This meeting will be to clarify the responsibility and duties of BFSD and Private Providers personnel including: Advising the Private Providers that the BFSD will be conducting all inspections relating to the Florida Fire Prevention Code. Advise the Private Providers that the Public Works Department will be conducting all site inspections including BMP compliance. The method of document delivery. Documenting rejection, control and follow up method. Time frame for completing the project. Time frames/need for notification of the BFSD of inspection requests and results. (As a baseline, the BFSD does not require notification of inspection requests or results on a daily basis. A weekly inspection result sheet, emailed to the BFSD, is acceptable in most situations.) Stocking and Training permits, application process. Close out process, obtaining a Certificate of Occupancy or Certificate of Completion. The BFSD does not issue Temporary Certificates of Completion (TCOs) Audit inspections may be conducted on a monthly or on a bi-monthly basis. BFSD staff will notify the contractor at least 1 week prior to performing the audit. Within one week after an audit BFSD will generate a report outlining any concerns. Deficiencies in this report will be reviewed at the next audit inspection. Revisions to the project shall be provided to the BFSD prior to inspection of affected areas or building components. If the Private Provider is performing plan review duties the plan shall be delivered to BFSD once it has been reviewed and approved by the Private Provider. Pre-Power A request for Pre-power shall include the follow procedures: The City “Request for Pre-Power” form shall be completed by the General Contractor and submitted to BFSD two business days prior to the inspection. The Building Official shall notify the Private Providers inspector that a “Request for Pre-Power” has been submitted by the project General Contractor. The Private Providers inspector shall conduct a pre-power inspection for compliance with the conditions in the City’s “Request for Pre-Power” form. If the Private Providers inspector determines that the project is ready for pre-power in accordance with the conditions of the City’s “Request for Pre-Power” form, they shall notify the BFSD who will conduct a quality assurance Electrical and fire inspection with the Private Providers inspector. If the City inspectors concur that the project is ready for “pre-power”, the Private Providers inspector and the City electrical inspector will document such on the “Request for Pre-Power” form, and the City inspector will notify the electric utility provider. The date, time and name of the utility employee should be noted in the database. Training and Stocking Permits The BFSD offers training and stocking permits once the project is near completion. The General Contractor shall complete the “Stocking and Training” application from the City web site. The Private Providers inspector shall inspect to the standard and conditions on the City’s “Stocking and Training” form. The Private Providers inspector shall complete the portions of the form requiring a building, plumbing, electrical and mechanical sign off. The General Contractor shall request a stocking and training fire inspection from the BFSD. The BFSD fire inspector shall complete that portion of the form. Once all inspectors have executed the Stocking and Training form, the General Contractor shall submit the completed form to the BFSD, along with the appropriate fee, and will receive authorization to stock and train on the project. The Private Providers inspector will ensure that the limitations of the “Stocking and Training” permit are abided by the owner, developer and contractor. The “Stocking and Training” permit is not a Certificate of Occupancy (CO) or a Temporary Certificate of Occupancy (TCO) (BFSD does not issue TCO’s). This permits only allows for the training of employees and the stocking of materials. The general public is not permitted in the building and business shall not commence until the Certificate of Occupancy has been issued. Closing Out the Permit (Certificate of Occupancy or Certificate of Completion) When closing out the project the following procedures shall be followed: Upon completion of all required inspections, the Private Providers shall prepare a Certificate of Compliance, under oath, stating: “To the best of my knowledge and belief, the building components and site improvements outlined herein and inspected under my authority have been completed in conformance with the approved plans and the applicable codes.” The Certificate of Compliance shall be submitted to the BFSD along with documentation of all completed inspections. Final building inspection does not release CO. All other obligations must also be completed prior to CO including, but not limited to, developer obligations, fire inspections, Public Works inspections and as-built/record drawing approval. The City does not issue a Temporary Certificate of Occupancy.
