ADA Nondiscrimination Policy Statement and Complaint Process

Consistent with the Title VI of the Civil Rights Act of 1964, which prohibits discrimination on the basis of race, color, and national origin in programs and activities receiving federal financial assistance, and the Americans with Disabilities Act of 1990 (ADA), the City of St. Cloud has designated an individual as the City's Title VI and ADA Coordinator (Nondiscrimination Coordinator). The Nondiscrimination Coordinator is responsible for accepting complaints of discrimination on the basis of disability in the provision of services, activities, programs, or benefits provided by the City of St. Cloud. Complaints shall be submitted in writing within the following time frames: Title VI: No later than 180 days from the date of the alleged discrimination ADA: No later than 60 days from the date of the alleged discrimination Complaint Information Complaints shall include the name, address, and phone number of the complainant, along with the location, date and description of the problem. Complaints shall be processed in accordance with the applicable law. This process does not apply to complaints relating to employment by the City of St. Cloud. Other procedures are available for these types of complaints. To file a complaint, please contact: Cameron Crandell, Nondiscrimination Coordinator Phone: 407-957-7279 Email Complaint Reviews Within 30 calendar days after receipt of the complaint, the Nondiscrimination Coordinator will meet with the complainant to discuss the issue and possible resolutions. Within 15 calendar days of the meeting, the Nondiscrimination Coordinator will respond in writing, and when appropriate, in a format accessible to the complainant, such as large print, Braille, or audio tape. The response will explain the position of the City of St. Cloud on the matter and options for resolution of the complaint. A copy of any Title VI or ADA complaints related to the City's participation in the Florida Department of Transportation (FDOT) Local Agency Program will be immediately provided to the FDOT District 5 for review and, if appropriate, further processing. If such response does not satisfactorily resolve the matter, the complainant and/or his/her designee may file an appeal within 15 calendar days of receiving the response from the Nondiscrimination Coordinator. The appeal should be in writing and directed to the Human Resources Director. The Human Resources Director will attempt to meet with the complainant within 15 calendar days of receiving the appeal. Within 15 calendar days of the meeting, the Human Resources Director will respond in writing or in a format accessible to the complainant.

LEP Policy

The City of St. Cloud's Limited English Proficiency (LEP) Policy in now available for public review. The City of St. Cloud has established a policy that serves the City of St. Cloud's commitment to provide access to all individuals accessing services and assistance. Limited English Proficiency (LEP) individuals are to be informed of the availability of free interpretation and translations services when it appears that the individual is not able to communicate effectively in English. St. Cloud citizens are invited to view The Limited English Proficiency (LEP) Policy by clicking the links below, and can also be found on display in the Human Resource Office, the Purchasing Department, as well as the Grants Division, and will be included in the City's Annual Report. Solid Waste Fees

Solid Waste Fees Residential Curbside Collection 1. Effective October 1, 2025, $33.16 per month. 2. Additional Garbage, Recycle and yard waste carts may be requested for a onetime charge of $100 each. 3. Carts containing more waste than can be accommodated with the lid fully closed may be classified as bulk pickup and collected separately, which could result in delays to normal collection service. An additional charge will be assessed for any items placed at the curb outside the collection cart. 4. A roll-back charge of $5 may be accessed if the cart is not rolled back in by the end of that collection day. 5. $20 separation fee shall be assessed for non-recyclables placed in recyclable carts or for non-yard waste placed in yard waste carts. 6. $20 separation fee shall be assessed for hazardous materials placed in garbage, yard waste or recyclable carts. 7. $50 Residential Solid Waste deposit on accounts that do not have city water service 8. $35 Trip Fee for any carts that are redelivered after payment is received on City utility account that was disconnected. Commercial Curbside Collection 1. $33.16 per month. 2. Additional Garbage, Recycle and yard waste carts may be requested for a one-time charge of $100 each. 3. An additional charge for Special Pick-up will be charged for any items placed at the curb outside the 96-gallon cart shall be automatically accessed on the utility bill. 4. A roll-back charge of $5 may be accessed if the cart is not rolled back in by the end of that collection day. 5. A $20 separation fee shall be assessed for nonrecyclables placed in recyclable carts or for non-yard waste placed in yard waste carts. 6. A $20 separation fee shall be assessed for hazardous materials placed in garbage, yard waste or recyclable carts. 7. $50 Commercial Solid Waste deposit on St. Cloud Utility accounts that do not have a city water service. 8. $35 Trip Fee for any carts that are redelivered after payment is received on City utility account that was disconnected. Commercial Dumpster Collection 1. $11.15 per cubic yard of container per collection. 2. A $20 separation fee shall be assessed for hazardous materials placed in dumpsters. Bulk Pickup (Special Pickup) Separated materials: Minimum charge for volume up to 3’x3’x6’ (2 cubic yards): Yard waste, white goods & other household items: $24.00. Over 2 cubic yards is $12 per cubic yard (3’x3’x3’)Special pickup charges: The first 2 cubic yards (approximately the size of a washer and dryer side by side) are charged at $24; each additional cubic yard is charged at $12, up to 12 cubic yards. A $150 trip fee plus tonnage ($87.64/ton) will be assessed for any special pickup more than 12 cubic yard. Transfer Station Tipping Fees: 1. Cars - $3 2. Tires: (20" and below Passenger and LT)a. Car and light truck tires 20” and smaller: $3.38 per tireb. Heavy truck tires 22.5” and below: $13.51 per tire. Tires over 22.5” not accepted. 3. All vehicles with garbage coming from within the City of St. Cloud are $0.0488 dollars per pound ($87.64/ton), with a minimum charge of $3.00. Any individual entity or customer bringing more than 200 tons total (of garbage coming from within the City of St. Cloud), over a one month period shall be charged ($87.64/ton). Mixed waste coming from within the City of St. Cloud shall be $0.0472 dollars per pound ($94.40/ton). Visitors enter the Transfer Station via the truck scales and are weighed in. Before leaving, the vehicle is weighed again, and the difference of the two weights will be charged. 4. All vehicles with garbage coming from outside of the City of St. Cloud are $0.04382 dollars per pound ($87.64/ton), with a minimum charge of $3.00. Any individual entity or customer bringing more than 200 tons total (of garbage coming from outside of the City of St. Cloud), over a one month period shall be charged $87.64/ton. Mixed waste coming from outside of the City of St. Cloud shall be $0.0488 dollars per pound ($97.64/ton). 5. $5.00 “weighing charge” per vehicle, for each determination or certification of weight at the city weigh scale. (a) All private entity users of the city transfer station who wish to be billed monthly for their actual usage must provide a surety deposit equal to two (2) months of projected usage.(b) If at any time that the Transfer Station should incur a user tax or any type of surcharge on waste disposal charges the fees referred to in (a)(3) may be increased accordingly but not more than the additional tax or surcharge amount.
