WINTER SPRINGS – An advisory selection committee for the City of Winter Springs will hear presentations from three companies seeking to operate, maintain, and manage the city's water, wastewater, and reuse facilities. The committee made the decision Friday, April 29, 2025.

Committee members Clete Sanier, Matthew Winnie, Brian Dunigan, Leonard Hartman, and Clifton Mullis met at City Hall. Staff members Holly Queen and Matthew Reeser also attended.

Clearwater Solutions, US Water, and Woodard & Curran will present their qualifications to the committee. The presentations aim to facilitate dialogue and allow the committee to assess each company's suitability for the city's infrastructure.

A public meeting is scheduled for Friday, May 2, 2025, at 9 a.m. Individual presentation times will be emailed after the committee meeting. Each presentation is limited to 25 minutes, excluding time for questions.

Presentations must detail operational approaches for the first 90 days, 180 days, and one year. Respondents will also outline their transition plans and their strategies for maintenance during planned improvements at the East Water Reclamation Facility.

The committee will ask about local office support, emergency response times, SCADA integration, and potential energy-saving solutions. The bid excludes collection systems, distribution systems, and lift stations.
