WINTER SPRINGS, Fla. – The Winter Springs City Commission will review Woodard & Curran, the top-ranked firm for managing the city’s water, wastewater, and reuse facilities. An advisory committee recommended the company after evaluating three prospective firms.

The advisory selection committee, including Clete Saunier, Matthew Winnie, Brian Dunigan, Leonard Hartman, and Clifton Mullis, met May 2, 2025, at City Hall. The committee heard presentations and conducted Q&A sessions with representatives from Clearwater Solutions, US Water, and Woodard & Curran.

Woodard & Curran received 4,490 points, ranking highest. US Water scored 4,180 points, and Clearwater Solutions received 3,435 points. The committee recommended Woodard & Curran to manage these essential city services.

The City Commission will consider approving Woodard & Curran to begin contract negotiations at their regular meeting on Monday, May 12, 2025. The decision will ensure the continued efficient management of Winter Springs’ water infrastructure.
