Environmental Management Division

Environmental Management Division The Environmental Management Division encompasses the Industrial Pretreatment Program, Fats, Oils, & Grease Program, Private Lift Station Program, Sustainability Program, and Public Works Asset Management. The division works with other city departments, private businesses, and residents to ensure a healthy and sustainable environment. Industrial Pretreatment Program The Industrial Pretreatment Program protects our waterways by controlling how wastewater is disposed into city sewer systems and treatment facilities. All industrial and non-domestic wastewater sources within the City of Oldsmar must complete a survey to determine if an Industrial Wastewater Permit is needed. A business is required to obtain an Industrial Wastewater Permit if the business wastewater process meets at least one of the following criteria: Identifies as a Categorical Industrial User according to the Code of Federal of Regulations 40 CFR Parts 405-5-471. Discharges an average of at least 25,000 gallons per day of processed wastewater. Contributes a process water steam of 5 percent or more of the waste treatment facility's dry weather hydraulic capacity. Wastewater characteristics exceed local discharge limits. Has the potential to affect the wastewater treatment facility operation. Can the Grease – Pour used cooking grease into an empty, heat-safe container, such as a soup can, and store it in the freezer. Once solidified, toss the can into the garbage. 2. Soak up – Remaining oils and grease with an absorbent material such as a paper towel and throw it into your garbage. 3. Scrape Your Plate – Wipe all pots, pans, dishes and cooking utensils with a paper towel prior to washing to absorb the grease. Commercial: To ensure compliance with the City’s Sewer Use Ordinance, all restaurants, food processing and/or serving facilities, or other industries with oil and grease-containing discharges shall install grease traps, interceptors, oil water separators and/or filter systems, sized and installed in accordance with the current Florida Plumbing Code. Grease traps, interceptors, and/or filter systems shall be cleaned once per month. Interceptors must be completely pumped out during cleaning. Privately-Owned Lift Station Inspection Program The Florida Department of Environmental Protection requires that all collection/transmission systems shall be operated and maintained so as to provide uninterrupted service. All equipment necessary for the collection/transmission of domestic wastewater shall be maintained so as to function as intended. To that end, the City of Oldsmar has developed a Privately-owned Lift Station (PLS) Inspection Program. All PLS will be inspected annually by the Environmental Management Division and maintenance issues must be addressed to stay in compliance. Asset Management Program The Utility Operations Technician uses GIS and an asset management system to manage assets, projects, work orders, and regulatory reporting requirements for all Public Works divisions. Providing information on assets to helps the department proactively plan for inspections, maintenance, and capital projects. The goal is to manage water, wastewater, and stormwater systems to maintain vitality and resilience.

Public Utilities

The Public Utilities Department is responsible for overseeing distribution and collection of utilities, environmental management, reverse osmosis water treatment plant (ROWTP), utility maintenance, and wastewater treatment. The department is tasked with ensuring that public utilities are functioning properly and efficiently, managing waste disposal and recycling programs, and other public infrastructure. Additionally, the department is responsible for managing and maintaining the WRF (Wastewater Treatment and Reclamation Facility). Distribution & Collection The Distribution and Collection Division inspects, maintains, repairs and locates the City’s drinking water, reclaimed water, wastewater piping systems and related meters and appurtenances. Environmental Management The goal of the Environmental Management Division is to support environmental compliance, lead the City of Oldsmar in a more sustainable direction, and integrate sustainable concepts into the culture and structure of the City. This Division assists Public Works in implementing extensive regulatory programs and permits that require continual environmental monitoring, reporting, technical expertise, data management, and inspection. Reverse Osmosis Water Treatment Plant The Reverse Osmosis Water Treatment Plant (ROWTP) Division provides high-quality, safe potable water, and reliable water service for fire-protection; while meeting or exceeding the state and federal agency environmental and drinking water standards. Utilities Maintenance The Utilities Maintenance Division provides mechanical and electrical maintenance for the Reverse Osmosis Water Treatment Plant and wells, the Water Reclamation Facility, lift stations and wells. Water Reclamation Facility The Water Reclamation Facility (WRF) Division provides reliable and efficient advanced wastewater treatment for all wastewater that enters the City’s sanitary sewer collection system and produce high-quality reclaimed water, while meeting or exceeding the environmental regulatory requirements of the appropriate state and federal agencies.

Gardening

Creating an at home garden is a great way to get outdoors, reduce stress, and provide food for your family. Below are some basics of gardening to help get you started. If you have questions, please reach out to the Sustainability Coordinator. Native wildflower seeds Several varieties of Florida native wildflower seeds can be picked up at the Oldsmar public library. Here are some tips for successful planting: Swamp Milkweed - Asclepias incarnata: Fall or Spring (40°F) - 3-4 week cold treatment recommended, Uncovered, Keep moist until germination, 24" (4 seeds per plant) Butterfly Milkweed - Asclepias tuberosa: Fall or Spring (60°F) - 3-4 week cold treatment recommended, Uncovered, Keep moist until germination, water regularly through first season, 24" (2-4 seeds per plant) Blanketflower - Gaillardia pulchella: Spring (70°-75°F), Compress seeds lightly into soil, Keep moist until 4-6" tall, Scatter broadly Florida's State Wildflower - Coreopsis tincoria: Spring (60°-65°F), Compress seeds lightly into soil, Keep moist until germination, 12-18" Florida Wildflowers Mix: Spring or Fall (after first frost in Fall, or last frost in Spring), Compress seeds 1/4" into soil, Keep moist until germination, Hand-broadcast or use seed spreader Types of Gardens There are 4 basic types of home gardens: Traditional Row: In ground planting, Raised on mounds or flat, Best option for larger gardens Raised Bed: Boxes built above ground, Contains plants & reduces weeds, Reduces bending & ground prep Container: Good for small spaces (like balconies), Indoor or outdoor, Need to ensure proper pot size for plant Hydroponics: Does not require soil, Indoor or outdoor, High yield for limited space Planning your garden When deciding what type of garden you will have and what types of plants you should plant, there are a few things you should consider. Spacing: How big will the plant get? How much room do you have? Sunlight: How many hours of sun does your space get? Is the sunlight direct or indirect? Are there other plants or buildings that will shade your plants? Soil: What type of soil do you have - sand, clay, etc? Will you need to add compost or additional soil? Zone: What agriculture zone are you in (Oldsmar is Zone 9b)? When is the best time to plant? Companion planting Certain plants complement each other when planted together. By utilizing companion plants, you can help boost growth and flavor of both crops. Companion plants also act as a natural pest and weed repellent in many cases. For a list of common companion plants, contact the Sustainability Coordinator. Weeds and pests "Weeds" are plants growing where you do not want them to be. Though there are common plants that are generally considered weeds, one man's weed is another man's treasure. For example, most gardeners consider dandelions weeds, but foragers love dandelion as a tasty addition to their salads. Weed Control: Mulch - suppresses weed growth, Hand digging - removes at root, but labor intensive, Newspaper - will block sunlight to weeds, Cornmeal - sprinkle after desired plants are established, Vinegar - spray directly on weed on sunny day, Salt - sprinkle around base of weed, too much can make soil uninhabitable for all plants Pest Control: Insect netting - blocks pests from plants, Trap crop - sacrificial plant that draws pests away from other crops, Timely harvest - over-ripe crops invite insects, Hand picking - remove pest or eggs by hand, time consuming, Crop rotation - plant different crops throughout the year, Beneficial insects - encourage insects that prey on pests Common problems to avoid Wrong location - planting a healthy plant in the wrong place can cause it to die. Make sure you determine the light, soil, and drainage of the location before choosing crops to plant. Poor soil - Even if you have the right plant in the right place, poor soil can stunt or decrease growth of your plant. To ensure greater success add compost, organic matter, or other amendments to your soil to promote healthy growth. Over watering - Most people think that under watering is the biggest problem for plants, but often times over watering is worse. Over watering causes root rot and can literally drown your plant. Having a simple moisture meter will help ensure you are watering appropriately. Too many plants/seeds - Planting too many plants in a plot will cause competition for resources and reduce productivity of your garden. Before planting determine the fully grown size of your plants and space them accordingly. If you see too many plants in a space, remove the smallest plant(s) to give the hardiest ones a better chance of survival. Oldsmar Organic Community Garden In 2012 the City of Oldsmar donated land to the Oldsmar Organic Community Garden (OOCG) in Bicentennial Park to start a community garden open to residents. The OOCG established 501c(3) nonprofit status in 2014 and has been growing ever since. The garden rents plots to residents to use and hosts educational activities throughout the year. Parks & Recreation The Oldsmar Parks & Recreation Department strives to enrich community members through active participation in life-long learning, health and wellness, community involvement, and recreational activities. This department oversees the maintenance and programming of parks, athletic fields, and other public spaces, as well as the planning and implementation of special events, classes, and activities. The department also operates several facilities, including a recreation center, Oldsmar Sports Complex, BOLTSMAR Hockey Rink, and Oldsmar BMX Supercross Track, which offer a range of amenities and programs for people of all ages and abilities. Overall, the Parks & Recreation department plays an important role in promoting a high quality of life and fostering a sense of community in Oldsmar. Mission: We provide the places, services, and experiences for citizens and visitors of Oldsmar to enrich their lives. Vision: Oldsmar is a vibrant and thriving community utilizing our parks and recreation amenities and city facilities. COMMEMORATIVE Bricks at Veterans Park On November 11, 2006, the City of Oldsmar officially dedicated Veterans Memorial Park in honor of all veterans of the armed services, to be permanently installed in the memorial plaza and walks. Anyone can purchase a commemorative brick to recognize veterans, children, grandchildren, special events, or as a lasting memorial to someone. A commemorative brick provides an opportunity to become a part of the City of Oldsmar's legacy. The bricks are high quality and guaranteed to last a lifetime. Details: Each 4-by-8-inch brick will have 3 lines with up to 20 characters per line. The cost of each brick is $100. To purchase a brick, contact Caren Beil at (813) 749-1267. Veterans Wall Engraving: Engraving of veterans names on the Veterans Wall are based on an approval process with the Veterans Advisory Board. Recreation Cards The cities of Oldsmar, Safety Harbor, Dunedin, and Tarpon Springs have partnered for recreational programming. Oldsmar residents with valid recreation cards can now participate in programs in those cities at their resident rate. Residents of the partnering cities can participate in Oldsmar recreation activities at the resident rate. Partnerships do not include rentals or youth camps. Documentation required includes a copy of a water bill and vehicle registration. Special Event Parking During designated Special Events hosted at R.E. Olds Park, the City of Oldsmar will permit street parking in the CLOSED BICYCLE LANES along Bayview Blvd. and Park Blvd. As bicycles are legal vehicles in Florida, riders can use the motor vehicle travel lane or sidewalks. REMINDERS: - Do NOT block driveways - Only use the closed bicycle lanes as indicated - If someone not authorized by you is parking on your PRIVATE property, please contact the Pinellas County Sheriff's Office directly at (727) 582-6200 to report the incident. - Please remember that parking in the medians is ILLEGAL along Shore Drive per Florida Statute 316.1945. Parking on medians is not permitted due to the following: The medians were not designed or intended to serve parking. There is no access from a parked car in the median to a sidewalk that takes pedestrians to the intersection for a safe crossing. There is diminished visibility for both pedestrians and drivers because of the parked cars and roadway environment. There is not adequate lighting (because medians were not made to be a parking lot). During special events, the driver is often focused on other factors (such as finding parking), and pedestrians are eager to get to the event (especially children). Please consider parking at the Oldsmar Public Library main parking lot for events offering Shuttle Service. Adopt-A-Street

"You can help keep the City of Oldsmar stormwater system, roads, and waterways clean by joining the Adopt-A-Street program! This unique program provides opportunities for individuals, businesses, and other organizations to adopt a section of city-owned streets and to play an important role in the appearance and function of our city assets. Litter on the ground gets picked up with the stormwater every time it rains and flows directly to our waterways. The Oldsmar Adopt-A-Street Program allows citizens and businesses to demonstrate community pride, make a positive statement for a clean and attractive community, and have a better understanding of stormwater pollution. Prevent flooding due to litter clogging storm drains and ditches. Keep our surrounding environment, including stormwater inlets, clean and functional. Reduce litter along Oldsmar roadways while increasing beautification and community pride. Increase public awareness about public works infrastructure, stormwater management, and the environmental impacts of littering. Adopt an available roadway and agree to clean both sides of it at least quarterly. Two signs will be put up with your group’s name in either direction on your section of street. Schedule your cleanups, review the safety information, and complete the post-cleanup report. Contact Calley Pate by Emailing Calley Pate for a current list of available streets. Fill out the request form and return it via email or at City Hall, 100 State Street West, Oldsmar. Receive confirmation from Calley Pate that application has been accepted by the city.
