Odessa Water Pipe Replacement on N. County Road West

The City of Odessa Utilities Department is replacing aging water pipes beneath N. County Road West from 13th Street to Kermit Highway. The seven-phase project includes road repaving.

Once the city finishes, the Texas Department of Transportation will begin a $7.8 million rehabilitation project on the same stretch. TxDOT's work starts in September 2026 and concludes by summer 2027.

The state project will resurface W. County Road between 2nd Street and Kermit Highway with new asphalt, add pavement markings, and install new traffic signals. The cost estimate of $7,791,644.52 may change once contractors submit bids.
