Where water must be available, as for pets and other animals, it is necessary to change the water and flush out the container at least twice a week to disrupt the breeding cycle of mosquitoes.Action StepsPersonal reasonability to reduce mosquito breeding grounds on your property, according to Florida Chapter 388.291:Things you can do to reduce mosquito breeding grounds on your property:Clean out eaves, troughs, and rain gutters.Remove debris from flat roofs.Remove old tires or drill holes in those used for playground equipment to allow them to drain.Turn over or remove containers.Pick up broken, unused, or discarded toys.Check tarps on boats or other equipment that may collect water in pockets or indentations.Pump out bilges on boats.Replace water in birdbaths at least twice a week.Check plants with large leaves that may collect water in axils, where the leaves join the stem. Eliminate the plant, keep it inside, or flush it out with a spray of water or tip the plant over to empty stagnant water at least twice a week.Flush bromeliads with fresh water every few days.The 5 D’s of PREVENTION:Dusk & Dawn: Avoid being outdoors when mosquitos are most active.Dress: Cover your skin with clothing.DEET: Use mosquito repellant on bare skin and clothing.Drain: Remove standing water in which mosquitoes can lay eggs. A Stormwater Utility is to stormwater what a sewer utility is to sewage, and a water utility is to drinking water. It is a "stand-alone" service unit within the County government, which generates revenues through fees for service. A stormwater utility is responsible for funding the operation, construction and maintenance of stormwater management devices, for stormwater system planning, and management. A stormwater utility generates its revenue through user fees and the revenues from the stormwater charges will go into a separate fund that may only be used for stormwater services.OrdinanceOn January 18, 2005, the Board of County Commissioners approved a stormwater utility ordinance, which established a flat stormwater fee for developed residential and non-residential parcels. The stormwater utility fee will be billed annually starting with the 2006 tax roll as a non-ad valorem charge on the Bay County Property Tax Bill, and will be collected through the County Tax Collectors Office.
