NMB Retirement Plan Performance: 2010-2014 Analysis
North Miami Beach residents can now review the General Employees' Retirement Plan's performance for fiscal years 2010 through 2014. The plan's Fiscal Year Return & Asset Allocation Analysis, released August 4, 2015, details investment performance and allocation strategies from those periods.
The analysis shows key metrics like time-weighted and dollar-weighted net returns. For fiscal year 2012, the plan achieved a time-weighted gross return of 19.10% and a net return of 18.56%. That year, the plan shifted asset allocation targets to include alternatives, aiming for 7.50% in alternatives and 32.50% in bonds, a change from the previous year's 40% bond allocation.
Residents can compare actual asset allocation to targets. In fiscal year 2014, the target allocation was 60% stocks, 22.50% bonds, and 17.50% alternatives. The actual allocation was 61.44% stocks, 22.40% bonds, and 16.03% alternatives, with 0.14% in cash.
The document also states the actuarial assumption for the plan's growth. Administrators set this assumption at 8.25% for fiscal years 2010 and 2011, then lowered it to 7.75% for fiscal years 2012 through 2014.
The analysis provides a historical view of public employee retirement fund management. The city makes these financial analyses public to ensure transparency in managing employee retirement assets.
