I-64 Eastbound Traffic Shifts to Inside Lanes Near I-564
Eastbound traffic on I-64 in Norfolk shifted to the inside lanes starting the night of June 8 as the Virginia Department of Transportation constructs the Hampton Roads Express Lanes Norfolk Segment.
Motorists traveling between the I-564/Granby Street interchange (exit 276) and Tidewater Drive (exit 277) now use inside lanes instead of outside lanes. VDOT implemented the shift over several nights to allow crews to perform roadway work, install barriers and striping, and rehabilitate bridges along the outside portion of the highway.
The temporary pattern will remain in place until late summer 2026, pending weather and construction progress.
The work is part of Phase 1A of the Norfolk Segment project, which began in summer 2023. Crews are converting the existing inside shoulder along a 2-mile stretch of I-64 between Patrol Road and Tidewater Drive into a high-occupancy tolled, part-time Express Lane. The three existing general-purpose lanes remain open. The project also includes widening and rehabilitating several bridges in the area.
The Norfolk segment will eventually connect to a continuous 45-mile Express Lanes network on I-64 stretching from west of Denbigh Boulevard in Newport News to the I-264/I-664 Bowers Hill interchange in Chesapeake. The lanes use dynamic tolling to manage congestion.
VDOT urges drivers to obey posted speed limits, follow lane markings and barrier guides, and watch for digital message signs.
