Melbourne City Council Approves New Ordinances

Melbourne City Council recently enacted several new ordinances impacting city services and regulations. The changes, which cover areas from potable water rates to micromobility devices, passed their final readings over the past year and are now codified city laws.

Residents will experience adjustments to potable water rates under Ordinance 2025-23, which became official Oct. 21, 2025. Ordinance 2025-24, addressing impact fees, passed its final vote Nov. 4, 2025. Property owners should also note Ordinance 2025-27, amending sections on property cleanliness and sanitation, which passed its second reading Nov. 18, 2025.

Further amendments include Ordinance 2025-28, a code amendment for plats, which passed Jan. 20, 2026. Ordinance 2026-01, concerning recovery residences, became law Feb. 17, 2026. The city also eliminated an exemption for serving alcohol near certain facilities with Ordinance 2026-02, which passed its second reading Feb. 3, 2026.

More recently, the City Council created new code sections for micromobility devices and e-bikes through Ordinance 2026-05, passed July 21, 2026. This ordinance affects how residents use these transportation modes within city limits. Additionally, Ordinance 2026-07, amending and creating code sections for golf carts and low-speed vehicles, passed its second reading Aug. 19, 2026.

All ordinances underwent a standard two-reading process. The first readings occurred between Oct. 7, 2025, and Aug. 4, 2026.
