Allen City Council Approves $17M Downtown Catalyst Project
The Allen City Council approved agreements March 10 to move forward with the $17 million Downtown Catalyst Project, a mixed-use development near McDermott and Allen drives that will include restaurants, retail space and a public park.
The city will contribute up to $8.5 million through the Allen Economic Development Corporation, Allen Community Development Corporation and downtown Tax Increment Financing funds. Development partner Rough Creek Capital will fund the remainder.
The project preserves two historic structures: the city's original fire station, which will become a restaurant, and the Blue House, the former library, planned as a coffee shop or wine bar. The developer will retain mature trees on the site.
The development will include about 18,000 square feet of restaurant and retail space surrounding a pocket park with a performance stage. The park will host concerts, community events and everyday gatherings.
Construction is expected to begin by the end of 2026, with the district opening in 2028. The project represents the first phase of the Downtown Allen Revitalization Plan, which a citizen-led steering committee shaped beginning in 2021.
The city will announce restaurant tenants and additional details as development progresses. Residents can view the March 10 Council Meeting agenda and video on the city website.
