Owner/Builder Permits An Owner/Builder is a person who owns the property; and acts as the contractor; and directly supervises and does all of the work themselves or hires licensed subcontractors. An owner/builder may improve existing buildings or construct new buildings for their own use or occupancy. An individual may only act as an Owner/Builder if ALL of the following are true: The property is for personal use and not for sale or rent. The person has the knowledge and skills to complete the work. The person understands they are responsible for the work and will comply with all codes and laws.
