The City of Panama City is committed to protecting public health, maintaining critical infrastructure, and preserving our natural resources. Through proactive programs and compliance with state and federal regulations, we address issues that affect water quality, wastewater systems, and stormwater management. Below are three key programs under our Environmental Compliance Division:

The City of Panama City is committed to protecting public health, maintaining critical infrastructure, and preserving our natural resources. Through proactive programs and compliance with state and federal regulations, we address issues that affect water quality, wastewater systems, and stormwater management. Below are three key programs under our Environmental Compliance Division: Fats, Oils, and Grease (FOG) Program Adopted in May 2019, the FOG Program aims to reduce the harmful impacts of fats, oils, and grease on the city’s wastewater infrastructure. Common issues such as sanitary sewer overflows, clogged pipes, and pump failures are caused by improper FOG disposal. The program aligns with Florida Department of Environmental Protection (FDEP) guidelines and supports cleaner, more efficient operations citywide. Monthly Fees: Based on a business's NAICS classification, fees range from $10–$25 per month. Business Classes: Ranges from Class 1 (e.g., delis, coffee shops) to Class 5 (e.g., hospitals, schools, oil change centers). Enforcement: Non-compliance may result in re-inspection fees (starting at $100) and fines up to $1,000/day or service discontinuation. Cross-Connection Control Program To protect drinking water from contamination, the City of Panama City enforces a Cross-Connection Control Program in compliance with FDEP Rule 62-555-360-1. A “cross connection” is any point in a plumbing system where contaminants could enter the potable water supply. Backflow Prevention: Required installation, testing, and maintenance of backflow preventers. Oversight: The City monitors compliance through inspections and maintenance records in accordance with local codes and state standards. National Pollutant Discharge Elimination System (NPDES) The NPDES program is a federally mandated initiative by the EPA to regulate and reduce stormwater pollution. As a Phase II MS4 community, Panama City is required to operate under a statewide generic permit. Stormwater Management: The City has developed a comprehensive stormwater program to minimize pollution "to the maximum extent practicable." Unfunded Mandate: Despite limited resources, the City continues to implement this program to protect water quality and meet federal requirements.
