NM Permian Oil Boom Fuels Record State Royalties in 2025
The Permian Basin, straddling southeast New Mexico and West Texas, powered 48% of U.S. crude oil production in 2025, hitting 6.6 million barrels per day — up 280,000 barrels daily from 2024 — according to the U.S. Energy Information Administration's March short-term energy outlook. New Mexico's share, centered in Eddy and Lea counties, reached historic highs, generating tens of millions in royalties for the state's Land Trust and general fund. The company projects 12.5% Permian growth in 2026 — adding 113,000 barrels per day to reach 1.8 million — accounting for over half of anticipated basin supply increases, East Daley Analytics found. ConocoPhillips ramped Permian output from 816,000 barrels per day in early 2025 to nearly 900,000 by year-end, leveraging 15% efficiency gains in drilling and completions.
Natural gas output swelled to 27.7 billion cubic feet per day in 2025, with EIA eyeing 28 billion for 2026, fueled by rising gas-to-oil ratios in New Mexico's Delaware and Midland basins. Yet midstream bottlenecks — particularly takeaway capacity for associated gas — stalled oil growth, holding Permian output near 6.2 million barrels per day from April 2025 to January 2026 despite rig efficiencies. New pipelines like Blackcomb and Hugh Brinson, slated for late 2026, promise relief, potentially unlocking more royalties for New Mexico taxpayers.
