Parish President Pete Delcambre provides an afternoon update on Tropical Storm Francine. The track has shifted east. Currently, it is stationary over the Texas coast, but rapid development is expected in the next few hours. A voluntary evacuation has been issued for residents of Lower St. Martin, as there may be flooding and higher sustained winds in the area. Sandbag locations will continue to be open until 7pm this evening. The storm is expected to make landfall tomorrow mid-morning to early afternoon. Please take all precautionary measures to prepare.
