Lake Alfred Clarifies Ordinance Impact on Businesses

LAKE ALFRED – The City of Lake Alfred has issued a Business Impact Estimate (BIE) for Ordinance No. 1581-26, which concerns the Snyder Property Future Land Use (FLU). The city provided the estimate to comply with state law requiring municipalities to assess the economic effects of proposed ordinances on local businesses.

The BIE, dated Sept. 19, 2026, references Florida Statutes Section 166.041, as amended by Senate Bill 170 (enacted Oct. 1, 2023) and Senate Bill 1628 (effective Oct. 1, 2024). These laws mandate that local governments prepare and post a business impact estimate when considering new ordinances.

However, the city stated that a full business impact estimate is not required for Ordinance No. 1581-26. The ordinance implements development orders and permits, as defined in Florida Statutes Section 163.3164, which exempts it from detailed economic impact reporting. Lake Alfred issued the BIE to preempt procedural issues that might affect the ordinance's enactment.

The document notes that sections requiring a summary of the ordinance, direct economic impact assessment, compliance costs, new fees, regulatory costs, and the number of impacted businesses are marked as "N/A" due to the exemption.
