DEFINITION Under general supervision, performs professional, technical, and administrative work in all aspects of human resources. Provides support to Village departments and employees, ensuring consistent application of policies and procedures. ESSENTIAL JOB FUNCTIONS Recruitment: • Conduct full-cycle recruitment, including job posting, screening resumes, conducting interviews, and facilitating the hiring process. • Works with Department Directors to determine staffing needs; develops and implements recruitment plans and strategies to attract a diverse pool of qualified candidates. • Coordinates and participates in job fairs and other recruitment events. • Conducts background checks and verifies employment eligibility. Employee Relations: • Provides guidance and support to supervisors and employees on employee relations issues, including performance management, disciplinary actions, and conflict resolution. • Investigates and resolves employee complaints and grievances, ensuring fair and consistent treatment. • Promotes a positive and inclusive work environment through employee engagement initiatives and communication strategies. Benefits Administration: • Administers employee benefits programs, including health insurance, retirement plans, life insurance, and leave policies. • Serves as a liaison between employees and benefits providers, resolving benefits-related issues and ensuring timely enrollment and claims processing. • Conducts benefits orientations and open enrollment meetings; provides employees with accurate and up-to-date information on benefits options and eligibility requirements. HR Compliance: • Ensures compliance with federal, state, and local employment laws and regulations, including Title VII, ADA, FMLA, and FLSA. • Maintains accurate and complete employee records and HRIS data. • Prepares and submits required reports and filings to regulatory agencies. • Develops and updates HR policies and procedures to ensure compliance and best practices. Training and Development: • Identifies training needs and develops and implements training programs to enhance employee skills and knowledge. • Coordinates and facilitates training sessions on topics such as performance management, leadership development, and workplace safety. • Maintains records of employee training activities and certifications. HRIS Management: • Oversees the administration of the Human Resources Information System (HRIS), ensuring data accuracy and system functionality. • Generates reports and analyzes HR data to identify trends and inform decision-making. • Works with IT staff to troubleshoot HRIS issues and implement system upgrades. Additional Responsibilities: • Assists with budget preparation and monitoring for the HR department. • Participates in Village-wide committees and initiatives. • Performs other duties as assigned. MINIMUM QUALIFICATIONS • Bachelor’s degree in Human Resources, Business Administration, or a related field. • Three (3) to five (5) years of progressive experience in human resources, with a focus on recruitment, employee relations, and benefits administration. • SHRM-CP/SHRM-SCP or HRCI certification preferred. • Thorough knowledge of employment laws and regulations. • Strong interpersonal, communication, and problem-solving skills. • Proficiency in Microsoft Office Suite and HRIS software. • Ability to maintain confidentiality and exercise discretion. • Valid Florida Driver’s License. KNOWLEDGE, SKILL AND ABILITIES • Knowledge of the principles and practices of human resources management. • Knowledge of employment laws and regulations. • Skill in conducting interviews and assessing candidate qualifications. • Skill in resolving employee relations issues and conflicts. • Ability to communicate effectively, both orally and in writing. • Ability to maintain confidentiality and exercise discretion. • Ability to work independently and as part of a team. • Ability to manage multiple priorities and meet deadlines. PHYSICAL REQUIREMENTS • Work is typically performed in an office environment. • May be required to sit for extended periods of time. • May be required to lift up to 25 pounds. • Requires manual dexterity and coordination to operate office equipment.
