
James Armstrong appointed new Public Works Director for Johnson City
James Armstrong, a licensed Professional Engineer with over 20 years of experience, has been appointed as the new Public Works Director for Johnson City.

Johnson City has a new leader for its Public Works Department. The city announced today the appointment of James Armstrong as the new Public Works Director. Armstrong brings over two decades of experience in civil engineering and public works management to his new role, a familiar path for many who contribute to the growth of communities like nearby Jonesborough.
Before joining Johnson City, Armstrong served as the Director of Public Works for the City of Oak Ridge, Tennessee. In Oak Ridge, he managed a department of 150 employees and was responsible for a budget of $25 million. His expertise will now be applied to Johnson City's infrastructure, including streets, water and sewer systems, and solid waste collection, ensuring these vital services continue to serve residents from the historic downtown corridors to the newer developments along the Nolichucky River.
Armstrong will also oversee the city's fleet maintenance and engineering divisions. He holds a Bachelor of Science degree in Civil Engineering from the University of Tennessee and is a licensed Professional Engineer in Tennessee. He is also a certified Public Works Professional.
