In 1987, the City adopted the Archaeology Preservation Ordinance to help protect buried historical resources. The ordinance requires a review of certain projects on both public and private property before ground-disturbing work begins. When is an Archaeology Review Required? Your project must be reviewed by the Archaeology Program if it: Is connected to a building permit or right-of-way permit. Is located in an Archaeology Zone. Disturbs the ground more than 3 inches deep. Covers an area of 100 square feet or more. Projects that may require an archaeology review include, but are not limited to: New single-family or multi-family homes Garages, apartments, and home additions In-ground swimming pools Perimeter walls and flood walls Raising or elevating structures Commercial construction or redevelopment Utility work, including gas, electric, and sewer lines Restaurant grease traps and related plumbing Building demolitions If you are not sure whether your property is in an Archaeology Zone or if your project needs a review, contact the Planning and Building Department at 904-825-1065. What to Submit If your project requires an archaeology review, visit the Planning and Building Department at City Hall, 4th Floor, Lobby B, and bring: A completed A14 Archaeological Review Application Construction Plans and/or Lot Survey Payment for the A14 Application Fee by card or check (the fee depends on the Archaeology Zone and the total project value) Please include contact information for both the property owner and the contractor, if applicable. Missing information may delay the review. Applications cannot be reviewed until the application fee has been paid. What Happens Next? After you submit a complete application and pay the required fee, your application will be sent to the City Archaeology Program. The City Archaeologist will review your project, historical records, and any known archaeological resources on or near the property. Based on that review, the City will decide whether an archaeological investigation is needed. How Long Does an Archaeological Investigation Take? An archaeological investigation may take anywhere from a few days to several weeks. The length of the project depends on the size of the work and the project location. The Archaeology Program works to complete investigations as quickly as possible to reduce delays for property owners and contractors. Fieldwork is performed by two full-time archaeologists and a team of dedicated volunteers. Projects are scheduled in the order applications are received and depend on both staff availability and the property owner's or contractor's schedule.
