Article VII of the Charlevoix City Charter stipulates the process and requirements for our various budget documents. The City Manager formally brings a budget recommendation each year to the City Council in late December or early January. The Council studies the proposals from departments and staff and ultimately approves a budget ordinance each February for the City's fiscal year. The City of Charlevoix operates on a fiscal year that begins on April 1 each year. The City Council adopts the budget and entrusts the City's staff to use the resources for public purposes. The Council also retains an outside, independent auditor to annually review the finances of the City and ensure compliance with local ordinances, state laws and best financial practices. The audit report is typically given to City Council in the fall of each year following completion of the fiscal year on March 31.The Capital Improvement Plan lays out projections for significant projects and improvements needed over a longer time frame. A project included in the capital plan may not necessarily occur when predicted or be in the exact form but it allows the public and City Council to project the future of improvements in the City.
