Downtown Crosswalk RulesKeeping people walking, biking, and driving safe in our downtown is a top priority. Charlevoix has adopted the Michigan Uniform Traffic Code (UTC). That means certain actions are required when crossing streets in our "business district" (our downtown core) Hurlbut St. to Dixon Ave. to State St. to the shore of Round Lake.Quick Rules for PedestriansUse crosswalks in the downtown business district. Crossing midblock is not allowed in business districts. Cross only at a marked crosswalk. No crosswalk nearby? Walk to the nearest intersection or marked crosswalks before crossing.Look both ways and make eye contact with drivers. Wait for traffic to stop before stepping off the curb.Follow pedestrian signals. Cross on the "WALK" symbol; don't start crossing on "DON'T WALK" or flashing hand.Violations are civil infractions under the Uniform Traffic Code. Why these Rules ExistDowntown streets are busy with people, cars, bikes, deliveries, and events. Requiring crossings at crosswalks:increases visibility for people walking, reduces unpredictable mid-block crossings, andhelps drivers know where to expect pedestrians. If you're unsure whether a location is within the business district, choose the nearest marked crosswalk or intersection - or contact us (details below).Tips for Safe CrossingChoose the best crosswalk. Prefer corners with signals or high-visibility markings.Press the button. Where available, press the pedestrian button to activate the signal or flashing beacons.Be predictable. Cross straight across; avoid diagonal shortcuts. If you are not ready to cross do not stand close to the road.Heads up. Put phones away and remove earbuds when stepping into the roadway.Cross in Groups: Cross in a group when possible to expedite vehicle traffic interruptions.Night/low-light. Wear or carry something bright/reflective.Crossing at the Bascule Bridge (US-31)You can use the under-bridge sidewalk (at channel/boardwalk level) to move safely from one side of the bridge to the other - without crossing traffic at street level.Entrances: Access from the waterfront boardwalks near East Park/Round Lake and Bridge Park/Pine River Channel. Look for stairs/ramps near the bridge abutments. Wayfinding: Follow posted signs for the boardwalk/underpass and use the walkway that runs beneath the bridge deck. When to use it: If you're on the opposite sidewalk from your destination or prefer to avoid the signalized surface crossing at Bridge/Clinton, take the under-bridge route.Share the space: Expect people fishing, strollers, and bikes. Keep right and slow down; walk bikes if crowded.Accessibility: Portions include ramps; slopes and surface conditions may vary. If needed, you can always use the signalized crosswalks at street level.AccessibilityCharlevoix continues to add accessible curb ramps, push-buttons, and pavement markings. If you encounter an accessibility issue at a crosswalk (e.g., missing ramp, broken button, worn markings), please let us know.Report a crosswalk concern: (231) 547-3258After-hours, urgent hazards: Charlevoix Police non-emergency (231) 547-3258Emergencies: 911FAQsCan I cross mid-block if there are no signals nearby?Outside the business district, use extra caution and cross at intersections whenever possible. In the business district, always use a crosswalk. Between two signalized intersections, cross only at a crosswalk.Do unmarked crosswalks at intersections count? When in doubt downtown, use a marked crosswalk. Marked locations provide the best visibility and compliance. What happens if I don't follow these rules?Violations are civil infractions under the UTC and may result in a ticket. Our priority is safety and education. How do drivers fit into this?Drivers must stop/yield for pedestrians lawfully in crosswalks and should approach downtown crosswalks at safe speeds, scanning for people who may be entering the crosswalk.
