Newberg Moves Forward with Wastewater Plant Expansion to Handle Population Growth

Newberg Seeks Engineering Firms for Wastewater Treatment Plant Upgrade

The City of Newberg in Yamhill County issued a Request for Proposals (RFP) for engineering design services to expand and upgrade its wastewater treatment plant. Population growth in the region and concerns from the Oregon Department of Environmental Quality (DEQ) about the area's heavy winter flows and total solids levels approaching capacity limits drive this project.

The proposed upgrade includes adding a third oxidation ditch to the existing facility, expanded clarifiers, and improved solids handling infrastructure. A wastewater capacity study completed in 2025 and presented to City Council in April 2026 confirmed the need for this investment to support ongoing growth in the Yamhill Valley. The project carries an estimated cost of $31 million to $33 million. Officials expect the upgraded plant to serve Newberg's wastewater processing needs through the 2040s.

City Council approved moving forward with the RFP process on April 20, 2026. Proposals are due by June 1, 2026. The city anticipates a contract award in early August, with a contract kickoff scheduled for September 3, 2026.
