Long Range Planning Long Range Plans are created for land use, land planning and development policies. Area Land Use Plans Maricopa County has a number of area land use plans that work in concert with the Comprehensive Plan. These area plans are more specific to the local areas they cover in relation to community characteristics, topography, special conditions, etc. Area Plans: - Daisy Mountain/New River - Rainbow Valley - Rio Verde Foothills Other Adopted Area Plans: - Daisy Mountain/New River Final Plan - Rainbow Valley (with comprehensive table of contents including Acknowledgements, Executive Summary, Introduction, Inventory and Analysis, Issue Identification, Plan Elements, Agenda for Action, Amendments, Appendix, Tables 1-4, and List of Figures) - Rio Verde Foothills (with comprehensive table of contents including Cover, Acknowledgements, Table of Contents, Executive Summary, Introduction, Demographics, Land Use, Transportation, Environmental Effects, Economic Development, Growth Areas, Open Space, Water Resources, Cost of Development, Issue Identification, Plan Elements, Agenda for Action, Amendments, Appendix, and List of Figures) - Goldfield Area Plan - Old U.S. Highway 80 Area Plan - State Route 85 Corridor Area Plan - Tonopah Arlington Area Plan - White Tanks Grand Avenue Area Plan Additional Long Range Planning: Comprehensive Plan Maricopa County is required by state law to prepare a comprehensive plan for its area of jurisdiction. The Maricopa County Board of Supervisors approved the latest Comprehensive Plan (Framework 2040) on May 20, 2026. This plan covers a variety of topics that are important to this region's future, including land use, transportation, environment, economic growth, areas of future growth, open space, water resources, energy, and fiscal impacts. The plan includes strategies and policies to help address these important issues and ensure a strong and vibrant region for years to come. The old Comprehensive Plan, Vision 2030, is available for reference. Plan Development & Vision This plan seeks to create strong and vibrant communities within Maricopa County by encouraging orderly development while creating a healthy environment and a healthy economy. By accommodating new growth in areas that can sustain additional development, the plan endeavors to conserve scarce resources and to build strong communities based on an efficient transportation system, well-protected environmental resources, and a strong, diversified economy. The plan's elements reflect the character of the county's population, while the policies and implementation tools guide future land use and transportation decisions. Scenic Corridors Maricopa County has developed scenic overlays along several corridors. These overlays provide for differentiated development guidelines as specified in the Maricopa County Zoning Ordinance and are intended to protect the scenic quality along these designated routes.
