Upcoming Ballot Measures Address State Constitutional Amendment Process

Why it matters locally: While Kentucky does not have a constitutional amendment on its ballot this year proposing changes to its own amendment process, the national trend could influence future discussions within the Commonwealth regarding the ease or difficulty of altering the state constitution.

Across several states, citizens will encounter ballot measures this year that propose changes to the requirements for passing state constitutional amendments. These proposals seek to increase the voter thresholds needed to enact such amendments. In Missouri, for example, state officials are weighing the possibility of implementing more stringent requirements for constitutional amendments by 2026. This initiative reflects a broader trend observed in other parts of the country where similar measures are appearing on ballots.
