Maryland State Police Help Dismantle Baltimore Fentanyl Ring with Key Arrests

Maryland State Police collaborated with the DEA and Carroll County Sheriff’s Office to indict Terrel Tomlin, 36, Michael “M&M” McKay, 55, and Keenan Jackson, 39, for conspiracy to distribute and possess with intent to distribute controlled substances from November 2025 through January 2026. This Baltimore-based drug trafficking organization operated across the metro area, contributing to the opioid crisis that has ravaged neighborhoods like Mount Clare and Pigtown. The arrests form part of a broader January 2026 federal-state operation that nabbed over 200 violent fugitives and seized 869 grams of narcotics and four firearms in Baltimore City.

In a related bust, Baltimore Police arrested 37-year-old Brian Alexander Hall and 35-year-old Lauren Michelle Beckman after searches uncovered nearly 1,300 grams of drugs, including over 100 grams of suspected fentanyl and more than 1,000 grams of suspected crack cocaine. The pair made trips from Delaware to supply the Southwest, Western, and Southern districts, where violent crime had spiked, prompting the Group Violence Enforcement Team's probe in early September. Items seized also included drug packaging materials tied to a multi-state trafficking network.

Federal charges continue to mount against other Baltimore players, including Donte Sands, 51, and Walter Gardner III, 56, indicted for distributing 40 grams or more of fentanyl and cocaine base from April to August 2025, with Sands linked to a .40 caliber handgun, 7.62 caliber rifle, and revolver. Meanwhile, Zachary Lewis, 36, Dwayne Hamilton, 45, and Elton Jonray Cruickshank, 37, face conspiracy counts for over five kilograms of cocaine from June to October 2025. These efforts by the DEA, Baltimore County Police, and state troopers underscore Maryland's push to curb fentanyl-laced pills killing thousands annually in the region.
