Hallandale Advisory Boards & Committees: Your Guide to City Governance

Hallandale residents can contribute to city governance through several advisory boards and committees. These groups offer input on city operations, policy, and development, serving as a link between the community and the City Commission.

Charter Review Committee

The seven-member Charter Review Committee convenes as needed to identify and address issues pertinent to the city's Charter. The committee studies the existing Charter to improve it for the health, welfare, and safety of Hallandale residents. It makes recommendations for amendments or revisions to the City Commission. Members are appointed by the City Commission on or before the first Tuesday of November every eight years, with the first appointments made by November 2019. Applicants must be city electors who have resided in Hallandale for at least one year prior to appointment and throughout their term. Each City Commissioner nominates one member; the Commission approves nominations by majority vote. Two additional members are selected by majority vote to ensure diversity.

Civil Service Board

The five-member Civil Service Board recommends a code of rules and regulations for municipal employees. This code covers employee conduct, duties, work hours, discipline, and control. The board also investigates the code's enforcement and effect and submits an annual report to the City Commission. Three members, appointed by the City Commission for two-year terms, must be from different vocations and not employed by the municipality in any other capacity. The fourth member is a sworn police officer elected by regular police department members for a two-year term. The fifth member is a city employee with civil service status, other than a sworn police officer, elected by civilian employees of the police department. Members serve without compensation unless the City Commission provides otherwise; employee members receive their regular pay.

Golden Isles Safe Neighborhood Advisory Board

The five-member Golden Isles Safe Neighborhood Advisory Board reviews a Safe Neighborhood Improvement Plan, district budget and improvements, and district bylaws during public sessions with city representatives. The board consults with city representatives at least annually on these matters. It prepares an annual report on its activities and can request assistance from the City Manager through its Board of Directors.

Parks & Recreation Advisory Board

The ten-member Parks & Recreation Advisory Board includes two members appointed by each of the five City Commissioners. The board makes recommendations concerning the operation of all public parks, playgrounds, undeveloped park lands, public beaches, and recreational facilities. It advises the City Commission and City Manager on the acquisition, development, and maintenance of these areas and recommends rules and regulations for their operation. The board also evaluates and recommends improvements regarding beautification, historic preservation of public parks and city-owned properties, and accessibility issues.
