Johnson City Property Tax Information Available Online
Property Taxes Assessment Property taxes are based on the assessed value of real and personal property. In Tennessee, property is assessed at the following percentages of value: Real Property (Land and Buildings): 25% Personal Property (Equipment and Machinery used in a business): 30% The Washington County Tax Assessor’s office is responsible for assessing property. They can be reached at 423-753-1650. Tax Rate The property tax rate for the City of Johnson City is currently $2.26 per $100 of assessed value. One-half is collected by the City and one-half is collected by Washington County. Property tax bills are mailed in October and are due by the last day of February. Johnson City: Kids to Parks Day at Metro-Kiwanis Park
May 4, 2026 Parks and Recreation to celebrate Kids to Parks Day May 16 at Metro-Kiwanis Park Johnson City Parks and Recreation will participate in the annual Kids to Parks Day program on Saturday, May 16 from 10 a.m. to 2 p.m. at Metro-Kiwanis Park. This year marks the 16th anniversary of Kids to Parks Day, an annual day of outdoor exploration at local, state, and national parks and public lands across the country. Hosted on the third Saturday of May, Kids to Parks Day encourages kids and families to get outside and create their own adventure at thousands of local park events and programs. The Parks and Recreation team will have stations set up throughout Metro-Kiwanis including mountain biking, arts and crafts, kickball, pickleball, tennis, and much more. Passport books will be available for participants to complete each station, with the opportunity to win prizes. Members of Trek Johnson City will be on site to assist with the mountain biking course, while the Science Hill Lacrosse team and Johnson City Rugby teams will be providing an introduction to their sports. Organized by National Park Trust, the mission of Kids to Parks Day is to foster future outdoor enthusiasts and help with developing the next generation of park stewards by engaging kids in memorable outdoor experiences. While discovering and exploring our parks, kids learn about park stewardship, outdoor recreation, STEM, and the history of our country and its amazing national treasures – because kids need parks and parks need kids. May 4, 2026 2026 Fridays After 5 concert series announced Downtown Johnson City’s Main Street Program recently announced its upcoming Fridays After 5 (FA5) summer concert series full eight-week lineup. FA5 concerts offer free family-friendly fun, bringing together residents and visitors alike for a live music experience. The series is held in King Commons, 112 N. Commerce St., Friday evenings from 6:30 to 8:30 p.m. in June and July. Johnson City Names New Public Works Director
The City of Johnson City is pleased to announce the appointment of James Armstrong as the new Public Works Director. Mr. Armstrong comes to the City with over 20 years of experience in civil engineering and public works management. He previously served as the Director of Public Works for the City of Oak Ridge, TN, where he oversaw a department of 150 employees and a budget of $25 million. In his new role, Mr. Armstrong will be responsible for the planning, design, construction, and maintenance of the City's infrastructure, including streets, water and sewer systems, and solid waste collection. He will also oversee the City's fleet maintenance and engineering divisions. Mr. Armstrong holds a Bachelor of Science degree in Civil Engineering from the University of Tennessee and is a licensed Professional Engineer in the state of Tennessee. He is also a certified Public Works Professional.
JCFD Partners with State to Offer Free Smoke Alarms
April 24, 2026 JCFD partners with State to bring free alarms to the community The Johnson City Fire Department (JCFD), in partnership with the State Fire Marshal’s Office, is excited to announce participation in the “Get Alarmed, TN!” program. “Get Alarmed, TN!” is a grant-funded initiative that provides free fire safety education and 10-year sealed battery smoke and carbon monoxide (CO) alarms to qualifying households. Through this program, JCFD personnel install alarms in at-risk homes to ensure residents have reliable, up-to-date protection. Those who live within Johnson City and do not have working smoke and/or CO alarms, or whose alarms are more than 10 years old, may qualify for the program. The initiative focuses on older homes and vulnerable populations, helping ensure every household has access to early warning systems that can save lives. “Working smoke alarms are one of the most simple and effective ways to protect your home and your family in the event of a fire,” said JCFD Chief David Bell. “Having working smoke alarms generally cuts the risk of a fatality in half compared to homes with no alarms or non-functioning alarms.” Some of the eligibility requirements for the “Get Alarmed, TN!” program include: the applicant must live within the city limits of Johnson City, reside in the home where alarms are requested, lack working alarms or have alarms older than 10 years, and have a fuel-burning appliance present for CO alarm installation. New residential construction is not eligible for the program. Free smoke and CO alarms are provided on an installation-only basis. Alarms are not shipped and will not be provided to individuals to install themselves. Alarm availability may vary, and requests are typically processed and fulfilled within six to eight weeks. “Smoke and carbon monoxide alarms are essential tools in protecting lives,” said Fire Marshal Steve Alexander. “Our goal is to make sure every resident has access to reliable protection. JCPD Announces Prescription Drug Take Back Day
April 20, 2026 JCPD invites community to participate in Prescription Drug Take Back Day On Saturday, April 25, the Johnson City Police Department will team up with East Tennessee State University’s Bill Gatton College of Pharmacy and Insight Alliance for the Drug Enforcement Administration’s National Prescription Drug Take Back Day. JCPD and partner organizations will collect tablets, capsules, patches, and other forms of prescription drugs for disposal. Over-the-counter and veterinary medications also will be accepted. “The JCPD encourages everyone to take part in Drug Take Back Day,” said Chief Eric Dougherty. “The event provides a free, safe, and anonymous way to dispose of unneeded and expired prescription drugs. Addiction issues can start with medications found at home. By taking a few moments to clean out your medicine cabinet, you could be preventing a future tragedy.” Prescription Drug Take Back Day will take place at the Municipal and Safety Building parking lot, 601 E. Main St., from 10 a.m. to 2 p.m. Collection sites will not accept syringes, needles, or illegal drugs. Liquid products, such as cough syrup, should remain in their original containers with caps tightly sealed to prevent leakage. Residents unable to attend National Prescription Drug Take Back Day may utilize the JCPD’s year-round prescription drug disposal service in the lobby of JCPD headquarters, 601 E. Main St., Monday through Friday from 7:30 a.m. to 9 p.m. ###

May 5, 2026 Second annual Brunch and Bouquets set for May 17 The Johnson City Main Street Program invites the community to the second annual Brunch & Bouquets on May 17 from 11 a.m.-3 p.m. This interactive downtown experience blends shopping, brunch, and a hands-on floral element, creating a fun and thoughtfully planned way to celebrate the season. The event begins at 1976 Flowers, 211 W. Walnut St., where participants will receive their first stem to start the bouquet. April 23, 2026 City seeking applications for multiple vacancies on volunteer boards, committees The Johnson City Board of Commissioners is accepting applications for appointments to the following volunteer boards and committees. All appointments are scheduled to be made in July 2026. Animal Control Board: Supervises and governs the policies and activities of the Washington County/Johnson City Animal Control Program and Center, which is responsible for the enforcement of regulations and codes pertaining to animals and prevention of cruelty to animals. Two appointments, each for a three-year term. Board of Building Codes: Hears and decides appeals and variances to the Johnson City Building Code, questions of code interpretation, oversees examinations of contractors to perform work in the community, and recommends code changes. Three appointments licensed in the following areas of expertise: residential building, plumbing, and mechanical/gas; each for a three-year term. City residency required. Board of Zoning Appeals: Hears and decides appeals to provisions of the zoning code, considers applications for special exceptions and decides questions of interpretation of the code. One appointment for a three-year term. City residency required. BrightRidge Board of Directors: Serves as a liaison between BrightRidge’s customers and management. One appointment for a four-year term. City residency required. Convention and Visitors Bureau Board of Directors: The CVB is to showcase the uniqueness of and develop increased civic interest in Johnson City as an attraction to tourists, visitors and individuals; to solicit special events to take place in Johnson City; to promote the distinctive resources of Johnson City; and to increase the economic contribution of tourism in order to grow Johnson City and relieve the burdens of government. Two appointments, each for a three-year term. One position requires management level employment within the lodging industry. Applicants for the remaining position must be directly associated with tourism, hospitality, entertainment, retail, finance, or special events. City residency or employment within the municipal limits required. Health and Educational Facilities Board: Aids medical and educational facilities in obtaining tax-free loans as allowed by a combination of Federal and State of Tennessee Statutes. Two appointments, each for a six-year term. Historic Zoning Commission: Considers conservation zoning to ensure preservation of historical structures. One appointment for a five-year term. City residency required. Housing and Community Development Advisory Board: Advises and makes recommendations concerning housing, community, and economic development issues. Four appointments, each for a three-year term. City residency required. Johnson City Development Authority: Promotes and assists with the development and redevelopment of Johnson City, with specific emphasis on the downtown district and support for the local business community. Three appointments, with term length not to exceed three years, and one appointment for a one-year term. Road Closure on West Mountainview Near Fink Beginning May 4
April 28, 2026 Closure to occur on West Mountainview near Fink Johnson City Water and Sewer Services will extend sewer lines across West Mountainview Road north of Fink Drive beginning Monday, May 4 at 8:30 a.m. The installation will conclude on Friday, May 8 or once all necessary work is completed. West Mountainview Road from Knob Creek Road to West Oakland Avenue will be closed to all through traffic including emergency vehicles. Fink Drive residents and those who live south of Fink Drive off West Mountainview Road must access West Mountainview via Knob Creek Road. Residents north of Fink Drive must use West Oakland Avenue to access Mountainview. Drivers should use caution in the construction zone and observe posted speed limits for their safety and the safety of workers. ###
Spring Cleaning Event to be Held at Two Locations
April 20, 2026 Solid Waste to offer two locations for spring cleaning event Johnson City’s Public Works – Solid Waste Division will provide two drop-off sites for residents to deposit trash and bulk material on Saturday, May 2 between 7-11 a.m. Indian Trail Middle School, 307 Car-Mol Drive (entrance off Car-Mol Drive in the parking lot closest to the building) Science Hill High School, 1509 John Exum Parkway (just off Liberty Bell Boulevard in parking lot I) Acceptable items include building materials, e-waste, metal for recycling, and bulk items. No paints, tires, herbicides, insecticides or hazardous materials including paint thinners will be accepted. Assistance with unloading will be available.
