City approves $400 million bond for Kroger facility
Franklin city commissioners approved $400 million in bonds to finance a new Kroger distribution facility. The bonds do not represent city debt.

The City of Franklin's Board of Commissioners has authorized the issuance of up to $400,000,000 in taxable industrial building revenue bonds. The bonds will finance the acquisition, construction, improvement, and equipping of an industrial distribution and fulfillment facility.
The facility is slated to be leased to Kroger Limited Partnership II, an Ohio limited partnership, and its affiliates. The bonds are issued under Chapter 103 of the Kentucky Revised Statutes and will be retired through lease payments from Kroger. Importantly, the bonds do not represent an indebtedness of the City of Franklin or the Commonwealth of Kentucky.
The resolution authorizing the bond issuance was passed during a regular meeting of the Board of Commissioners on April 13, 2026. The City Clerk's office has copies of the full resolution and related financing documents, including the Lease Agreement and Bond Purchase Agreement, available for public inspection.
