St. Cloud City Council members convened on Monday, March 3, 2025, to discuss a proposed plastic waste recycling plant and significant future land use modifications for the city. Mayor Chris Robertson called the workshop to order at 1:00 p.m. in the City Hall Community Development Conference Room, with all council members and key city staff present.
Jay Solaranta, CEO of the Corsair Group, presented a plan for developing a plastic waste recycling plant within St. Cloud. The presentation covered the types of plastic to be recycled, the operational process, potential facility locations, and the creation of new full-time positions for the city. Discussions also touched on legal considerations surrounding the project.
Council members also delved into extensive discussions regarding Industrial Future Land Use. Key topics included the establishment of an employment center, the annexation of various properties, and necessary zoning changes to accommodate future growth. These discussions aim to shape St. Cloud's economic development and infrastructure for years to come.
Further discussions focused on the Joint Planning Agreement (JPA) Future Land Use, outlining topics for engagement with the County, specific requests from the City, and modifications to both the JPA and the Narcoossee Overlay. Council consensus emerged for additional commercial designations along the Narcoossee Overlay and the Alligator Chain of Lakes. They also agreed that St. Cloud Commons should be non-contiguous, and specific areas like Pine Tree and Hickory Tree Road, along with the area southeast of the Hamberg property, should be designated for commercial use. City Attorney Dan Mantzaris also addressed joint legislative auditing during the workshop.
