Milton Invests $750,000 in Broad, Quinn, Okaloosa Streets Infrastructure to Combat Flooding

Milton is undertaking a significant infrastructure project to address stormwater, water, and road issues along Broad Street, Quinn Street, and Okaloosa Street. The project aims to replace aging infrastructure that contributes to flooding and hazards during heavy rain events.

The City of Milton, acting as the Responsible Entity under 24 CFR Part 58, secured funding for this initiative through the Florida CDBG Small Cities Program, specifically Project # 23DB-N32. A combined public notice regarding the project was issued on January 14, 2026.

A portion of the project area falls within a Federal Flood Risk Management Standard (FFRMS) designated floodplain. Officials determined the extent of this floodplain using a 0.2 percent flood approach, as required by Executive Order(s) 11988, as amended by Executive Order 13690, and in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Wetlands Protection.

The total budget for the project is $750,000. The Florida Small Cities CDBG program provides $700,000, with the City of Milton contributing a $50,000 match. Proposed construction includes the removal and replacement of approximately 1,800 linear feet of stormwater collection pipe and 6-inch pipe in Service Area #1.

These improvements are necessary to replace current infrastructure in poor condition. This condition leads to flooding and creates potential vehicular and pedestrian hazards during heavy rain events. The project will enhance public safety and improve the resilience of the city's infrastructure.
