Hallandale Beach Clarifies Beach Chair Service Rules

Hallandale Beach has updated regulations for beachfront chair and umbrella services. The City of Hallandale Beach established new rules to ensure clarity and consistent service on the public beach.

The regulations apply to all beachfront chair service operations within the city and define key terms like "Beach Chairs," "Beachfront Chair Service Operation," and "Concessionaire." A "Courtesy Chair Service" is defined as providing beach furniture as part of a yearly fee or complimentary service to residents or guests of an Upland Property. Services charging a per-use fee are not permissible under a Courtesy Chair Service Permit.

Two types of permits for Courtesy Chair Services exist: Level 1 and Level 2. A Level 1 Courtesy Chair Service Permit allows an Upland Property to operate a chair service, store equipment, and pre-set furniture solely for its residents or guests. A Level 2 permit allows a Courtesy Chair Service for residents or guests but prohibits equipment storage or pre-setting.

All operations must follow rules emphasizing that all city beaches are public. Chair services cannot restrict public access or the general beachfront ambiance. Permits grant only the privilege of temporary use of the beachfront, in accordance with all applicable laws.

The rules also detail requirements for Upland Property Owners and Third-Party Operators. Permit applications require written acknowledgment and agreement to the rules. Permits are non-transferable; changes in ownership or concessionaire automatically terminate the permit and require a new application.

The regulations define "Emergency Response Path" as the area east of the upland property line designated for emergency personnel access. Specifications for "Storage Boxes," approved containers for beach equipment, limit them to eight feet wide by four feet deep by four feet tall (8’x4’x4’).
