DUTIES AND RESPONSIBILITIES: This is a highly responsible professional position assisting the Forest Area Supervisor in planning, organizing, directing, and coordinating the activities of a Forest Area within the State Forest Bureau. This position performs analytical and technical work to ensure the goals and objectives of the Forest Area work plan are accomplished. Provides assistance to the Forest Area Supervisor on developing and administering annual work plans. Assists in the prevention, detection, and suppression of wildland fires. Prepares and maintains fire reports relating to wildfires and prescribed burns. Maintains contacts with various cooperators for fire control, including the Florida Forest Service’s fire plow contractors, local Volunteer Fire Departments, and County Emergency Management Agencies, to ensure an effective fire control program. Provides instruction in fire suppression techniques to cooperators as directed. Supervises subordinates in wildfire suppression and prescribed burning activities. Coordinates timber sales, reforestation, and silvicultural activities. Ensures proper timber marking and sales administration. Assists with prescribed burning activities. Assists with forest management planning activities to provide for future silvicultural treatments. Supervises subordinate personnel in timber marking, reforestation and silvicultural activities. Administers assigned programs, i.e., timber, recreation, trails, land use, and maintenance programs. Ensures that programs are implemented in accordance with Bureau policies, procedures, and work plans. Assist in updating recreational and land use plans. Assists with implementing cooperative management agreements between the Florida Forest Service and the Department of Environmental Protection’s Division of Recreation and Parks on State Forests that have parallel management agreements. May assist with reviewing management plans and provide comments to the Forest Area Supervisor. May assist with reviewing park work plans, and provide comments to the Forest Area Supervisor. Conducts forest management activities and/or assists other foresters which includes timber cruising, timber marking, sale preparation, sale administration, site preparation, tree planting, and timber stand improvement. Assists with natural resource management activities, including endangered species protection and exotic plant control. Supervises Bureau personnel as assigned ensuring that subordinates are properly trained. Communicates to subordinates the job expectations and responsibilities and appraises subordinates’ performance fairly and objectively. Counsels subordinates and recommends or initiates appropriate disciplinary action as needed. Approves leave requests and ensures subordinates comply with Bureau personnel guidelines. Ensures compliance with the agency’s purchasing procedures. Purchases supplies and equipment and ensures that purchases are properly approved and documented. Coordinates equipment and vehicle repair and maintenance. Prepares purchase orders and processes invoices. Maintains contacts with the public including homeowners, timber operators, and recreation users. Investigates vegetative complaints and issues appropriate warning tickets. Performs other related duties as required. KNOWLEDGE, SKILLS AND ABILITIES: Knowledge of forest management practices. Knowledge of wildland fire suppression techniques. Ability to understand and apply applicable rules, regulations, policies and procedures relating to forestry and fire control programs. Ability to supervise personnel. Ability to perform physical labor, sometimes under adverse conditions. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others. Ability to use a computer for word processing, data base management, and communications. Ability to plan, organize and coordinate work assignments. Skill in the use of fire suppression equipment and forestry equipment.
