This Division analyzes requests to ensure compliance with the Comprehensive Plan and makes recommendations on development proposals and changes of zoning that affect the general welfare of the City of Flagler Beach. Code Enforcement Division The Code Enforcement Division exists to protect public health, safety and welfare, by enforcement and education of City Codes, Land Development Regulations, and various Statutes. The Division strives to achieve voluntary compliance while establishing a working partnership with the residents and businesses of Flagler Beach and other government agencies. Business Licensing - Local Business Tax Receipt (LBTR) Per the Code of Ordinances, a business within the City is required to obtain a Business Tax Receipt prior to opening. Engineering Division The Engineering Division handles all engineering site plan reviews, which includes all inquiries regarding utilities, stormwater management, topography, grading and filling, flood plain management, driveways, rights-of-way, elevation certificates, and flood zone areas.
