Capital Transportation Program
Capital Transportation Program (CTP) - Delaware Department of Transportation Every two years, DelDOT develops a six-year Capital Transportation Program (CTP) that identifies anticipated capital investments in accordance with 29 Del. C. § 8419. The CTP includes projects and programs supporting Delaware’s transportation system, including roadway and bridge construction, rehabilitation, and preservation; bicycle and pedestrian facilities; aviation and airport improvements; transportation planning and project development; traffic operations and other system improvements; environmental mitigation and resiliency; rail and freight improvements; funding for local transportation improvements and economic development; and investments in DelDOT facilities, equipment, technology, and information systems. It also identifies the estimated costs of project phases scheduled during each year of the program. The first four years of the CTP serve as Delaware’s federally required Statewide Transportation Improvement Program (STIP), in accordance with 23 CFR 450.218. The STIP/CTP also describe DART First State’s anticipated capital investments and serve as the Federal Transit Administration’s (FTA’s) Section 5307 Program of Projects (POP). The biennial CTP development process begins with project recommendations from internal DelDOT programs, the Wilmington Area Planning Council (WILMAPCO), the Dover/Kent County Metropolitan Planning Organization (D/K MPO), and Sussex County. Projects subject to DelDOT’s prioritization process are evaluated and ranked according to established project prioritization criteria. Public meetings are held in each county during the CTP development process to solicit feedback on proposed transportation investments. These meetings are conducted statewide in coordination with Delaware’s Metropolitan Planning Organizations (MPOs), whose Transportation Improvement Programs (TIPs) identify regional transportation priorities and planned investments. Pursuant to 49 U.S.C. § 5307, the public notice for these meetings, together with the established public review and comment periods for the TIPs and STIP/CTP, satisfies the Federal Transit Administration’s (FTA’s) public participation requirements for the Section 5307 Program of Projects (POP). The CTP is adopted by the Delaware Council on Transportation and submitted annually for inclusion in the State’s Capital Improvement Program, which is authorized through the Bond Bill passed by the Delaware General Assembly. Adopted FY27-FY32 Capital Transportation Program On September 8, 2025, the Council on Transportation released the draft FY27-FY32 Capital Transportation Program for public comment. Three public meetings were scheduled, one in each county, on September 22, 2025, September 29, 2025, and September 30, 2025. On February 19, 2026, the Council on Transportation adopted the FY27-FY32 Capital Transportation Program. The Implementation Plan provides a schedule by phase for the projects that fall under DelDOT's prioritization process. The Development Plan is a project level document that provides anticipated project spends per phase by fiscal year for all DelDOT projects.
