Illinois Retail Workers Under Siege as Violent Thefts Surge 7%

Thefts where employees are threatened with weapons or physically harmed have surged 7% over the last year, according to the Illinois Organized Retail Crime Association's latest report. In one recent incident, a LuluLemon store was targeted by two men accused of stealing $9,000 in merchandise—one of whom was already facing charges and outstanding warrants for retail theft in Cook, DuPage and Will counties.

The problem is concentrated among a dangerous subset of offenders. Just 10% of retail crime perpetrators are responsible for more than 63% of all retail theft across Illinois, the association found. These repeat offenders are driving the most significant harm in the retail sector, cycling through stores and communities with little accountability.

Cook County prosecutors are escalating their response. The Cook County State's Attorney's office charged 1,073 retail theft cases in 2024, nearly tripling that number to 2,585 cases in 2025. When retail thefts involve aggravating factors such as weapon use, prosecutors now elevate charges to reflect the increased danger to workers. Despite these efforts, the violence persists—police have warned about commercial burglaries and incidents where employees face knives and threats over merchandise.

The financial toll is staggering. Illinois retailers lose an estimated $2 billion annually to theft, losses that cascade through local economies. These costs drive up prices for consumers and reduce sales tax revenue for communities already struggling with funding gaps. Store workers, meanwhile, bear the human cost of an industry under siege, forced to navigate dangerous encounters while simply trying to do their jobs.
