UN Estimates 16,000 Civilians Detained by Russia in Ukraine

GENEVA — The United Nations estimates that Russian forces continue to hold more than 16,000 Ukrainian civilians. These individuals have remained "deprived of their liberty" since Russia's war in Ukraine began.

UN officials report that many of these detainees are held incommunicado. These detentions occur under conditions that do not comply with international law, according to the UN.
