The City of Jefferson is required by the U.S. Environmental Protection Agency (EPA) to manage its stormwater system to prevent pollution from entering the state’s waters. This system, known as the Municipal Separate Storm Sewer System (MS4), operates under an NPDES Phase II MS4 Stormwater Permit. The permit mandates the City to have a Stormwater Management Program (SWMP) that aims to stop pollution from non-point sources from entering the stormwater system. The SWMP includes six Minimum Control Measures, each with Best Management Practices (BMP) that have specific goals and schedules for implementation. In Missouri, the program is administered by the Missouri Department of Natural Resources (MoDNR). DRAFT 2026-2031 Phase II MS4 Permit Renewal and draft Stormwater Management Plan (SWMP)The City of Jefferson will hold a public information meeting on Monday, March 30th, 2026 at 1:00 p.m. in the Boone-Bancroft Room at City Hall, 320 E. McCarty Street, Jefferson City, MO 65101, to take comments on the Draft 2026-2031 Phase II Municipal Separate Storm Sewer Systems (MS4) Comprehensive general permit and Stormwater Management Plan (SWMP).  The renewal permit is authorized through the Missouri Department of Natural Resources.
