KAILUA NEIGHBORHOOD BOARD NO. 31   PARKS AND RECREATION COMMITTEE MEETING AGENDA Thursday, October 8, 2026 8:00 to 9:00 pm In-person at the Kailua District Park District Meeting Room Chair: Evan Weber. Members: Annie Bird and Bill Hicks. 1. Call to Order. 2. Approval of Minutes. 3. Announcements. 4. Continuing Issues Status a. Off-leash and On-leash dog parks in Kailua (including Kawainui Park proposal and other DPR proposals) b. Maintenance needs for the Parks (particularly lighting issues and bathrooms) c. Possible multi-use path cut through between Kailua Road and Kainalu Drive that uses Kailua District Park d. Island-wide beach status signage e. Triangle Park post-construction plan f. Kailua Beach Park (hours of operation, shoreline restoration) g. Kailua District Park (Playground, lighting, bathrooms) h. Enchanted Lake Park sidewalks i. Boettcher Estate (WiFi, Adopt-a-Park program) j. Youth Sports Field Availability k Kalama Beach Park hours l. Aikahi Park basketball court lighting 5. New issues 6. Resident and Community Concerns. 7. Adjournment.   Kailua Neighborhood Board No. 31 Parks and Recreation Committee September 2026 Meeting Report Chair Evan Weber 1. A committee meeting was held in-person on September 10, 2026, chaired by Evan Weber and attended by committee members Annie Bird (new) and Bill Hicks, as well as residents Momi & Kaliko Loveland. 2. A discussion was had about the lack of progress on dog parks in Kailua, and, in particular, whether an off-leash dog park would be moving forward at either Kawainui Park or Maunawili Valley Neighborhood Park, as has been recommended by the Kailua Neighborhood Board. 3. We also discussed issues with park usage overall and the lack of available space for youth sports, and discussed possible remedies. 4. We also discussed the lack of progress on Kaelepulu Park cleanup, Aikaihi Park basketball court lighting, and beach signage and discussed board actions.     To view agenda and minutes, visit our board website.
