Motorist Modernization - Florida Department of Highway Safety and Motor Vehicles Motor Modernization The Motorist Modernization initiative is a multi-year phased plan for re-engineering the Department of Highway Safety and Motor Vehicles' driver license and motor vehicle systems to create efficiencies in the department's work processes, enhance safety features for law enforcement agencies and streamline interactivity for customers now and into the future. When complete, the initiative will modernize driver license and vehicle registration systems to serve Florida's growing population, without growing government. Customers may experience shorter wait times at local driver license and motor vehicle service centers and will gain access to additional online options. Motorist Modernization includes a robust collaboration with law enforcement agencies, tax collectors, dealerships, insurance companies, emergency services and state agencies, among additional various stakeholders. Stakeholder input continues to be a valuable part of this process and will help shape the new technology and ensure increased efficiency. The Motorist Modernization team is currently in Phase II for developing the innovative Online Registration and Identity Operating Network (ORION). The new systems from Phase I are now implemented and fully functional within ORION. Advisory Boards The Motorist Modernization Advisory Boards serve in a governance capacity to the Motorist Modernization Program. The boards provide input and strategic guidance for the Motorist Modernization team and the Executive Steering Committee to assist in decision making. The meetings consist of multiple representatives from various departments and agencies in Florida. Members advise, assist, support and advocate for the program. The Phase I Advisory Board members advised on updates to driver license systems. After Phase I development efforts were fully implemented in early 2021 by the department with no further action items remaining, the Phase I Advisory Board members met for the final board meeting on January 11, 2022. On this date, the Phase I Advisory Board successfully fulfilled its duties. As a result, the Phase I Advisory Board was successfully dissolved. The Office of Motorist Modernization thanks all Phase I Advisory Board members for their service to the Florida Department of Highway Safety and Motor Vehicles and the citizens of Florida. Their contributions, expertise, and commitment have been greatly appreciated. The Phase II Advisory Board is currently active with board members focusing on updates to motor vehicle systems. Advisory Board meetings are open to the public and publicly noticed per Florida statutes.

In December we sent out annual exemption claim forms for known claimants who are required to file annually. We also recently sent out annual business and agricultural property statement filing requests. 2026 Exemption Claim Filings - Due Tuesday February 17, 2026 The annual exemption claim filing deadline is extended this year to: Tuesday, February 17, 2026 In the last week of December, the Assessor's office mails out annual property Exemption Claim forms to all known claimants. Claims for the Welfare Exemption (for qualifying non-profit agencies, including some church properties), Church Exemption, Lessor Exemption, Cemetery Exemption, Library/Museum Exemption, Historic Aircraft Exemption, Public School Exemption, College Exemption and the low-income Disabled Veterans' Exemption must be filed annually. The basic Disabled Veterans' Exemption, Homeowners' Exemption and Religious Exemptions are all one-time filings. Our office does, however, send out an annual questionnaire to existing claimants of the Religious Exemption to determine if any information has changed. As required by law, and as changes in ownership are processed in our office, the Assessor also mails Homeowner Exemption claim forms to all buyers of residential property. To qualify for a 2026 Homeowner Exemption, the home must be owner occupied as of 12:01 AM January 1, 2026. 2026 Property Statement Filings - Due April 1, 2026, Subject to penalty after May 7, 2026 All Property Statements are due April 1, 2026, and subject to penalty after May 7, 2026 Annual Property statement filing requests are mailed to all known business/agricultural property owners by the end of January. All Business owners and existing Agricultural property online filers will receive an instruction/request letter providing them with a BIN (Business Identification Number) necessary to access our online filing system. Agricultural Property owners who did not previously file online will receive a paper statement and instructions for online filing. I encourage all filers to take advantage of the benefits of online filing. Owners of apartment complexes, boats and aircraft will only receive a paper statement. As the elected Assessor of Stanislaus County, it is my sworn responsibility to uphold the State's Property Tax Laws. Our website is an ongoing part of my commitment to keeping you informed of your rights and responsibilities as property owners in Stanislaus County. About Us - Who We Are The Assessor is primarily responsible for preparing an annual assessment roll upon which property tax revenues are generated. The County, Public Schools, Cities, Redevelopment Agencies, and Special Districts all rely on this revenue for funding operations. What We Do All property, excluding supplies, movable equipment, boats, and aircraft, are assessed based upon their market value when purchased or newly constructed. The Assessor determines the market value for the ownership changes and new construction. The supplies, movable equipment, boats, and aircraft are assessed based upon their annual market value on January 1 of each year. The Assessor also maintains property parcel maps. These maps are available to the public in the Assessor's Office or at the County's web site.
