UO Launches State-Funded Push to Train 500 Teachers for Rural Oregon
EUGENE, Ore. — The University of Oregon announced Monday a $10 million state-funded teacher training initiative to prepare 500 new educators over the next five years, focusing on shortages plaguing rural districts like those in Harney, Malheur and Lake counties. Initially reported by the Register-Guard, the program expands UO's UOTeach Curriculum and Teaching master's program, which admits cohorts annually and emphasizes practical classroom experience through its 4+1 model combining undergraduate preparation with a one-year intensive graduate pathway.
UO College of Education Dean Hal Bérchezky highlighted the program's design to address Oregon's teacher vacancy rate, which hit 15% in rural areas last year according to state data from the Teacher Standards and Practices Commission (TSPC). Participants, who must hold a bachelor's degree, complete TSPC-approved coursework including multicultural literacy (EDST 464) and teacher inquiry seminars, qualifying them for preliminary Oregon teaching licenses. State Rep. John Lively, D-Eugene, secured the funding through HB 4145 in the 2025 legislative session, prioritizing special education and bilingual endorsements amid demand in districts like Ontario and Burns-Hines schools.
The initiative builds on UO's existing infrastructure, including new online ESOL endorsements launched in 2023 for in-service teachers and the Graduate Teaching Initiative for developing inclusive pedagogies. Rural placement partnerships with districts such as Hermiston and La Grande guarantee 80% of graduates serve in high-need areas for at least three years, with donor-funded scholarships covering tuition for 200 participants. TSPC data shows Oregon needs 2,500 new teachers annually, making UO's contribution pivotal as enrollment begins fall 2026.
