             $64,862.70FLSA Status:        Salaried/ExemptDepartment(s):    UtilitiesGENERAL DESCRIPTIONThis professional position coordinates the development and implementation of the City’s resilience strategy.  Reporting to the Utilities Director, this position oversees implementation of high-priority resilience projects, including securing funding for resilience initiatives, managing project budgets, formulating work plans, and monitoring and reporting progress.  Works closely with Planning, Building, Utilities and general governmental services to integrate resilience initiatives throughout City operations.ESSENTIAL FUNCTIONSThe following duties are normal for this position.  It is not designed to contain or be interpreted as a comprehensive inventory of all duties, environmental conditions, or qualifications required of employees assigned to this position.  Other duties may be required and assigned.1.    Coordinates development of the resilience strategy by driving resilience strategy development through data collection and analysis, prioritization, and documentation.  2.    Responsible for overseeing and coordinating resiliency studies, projects, and initiatives, including but not limited to capital improvement projects, federal grants, and other hazard mitigation grant program/projects.3.    Responsible for aligning resilience strategy development with other City plans and policies, including State and Federal Grant Programs, The City’s Comprehensive Plan, and plans for capital improvements.4.    Represents the City and serves as a thought leader within the City and the region on local government’s role in advancing community resilience.  5.    Responsible for convening key stakeholders within the City government and in the community to ensure robust and diverse stakeholder input and buy-in.6.    Develops and presents comprehensive reports as needed to the Utilities Director, City Manager and City Commission.7.    Facilitate sustained stakeholder engagement through media outreach and close collaboration with community partners in both the public and private sectors.  Prepares presentation and outreach materials.8.    Administers professional services contracts that support the efforts of resiliency, including RFP’s, evaluating proposals, and managing the delivery of service.9.    Responsible for integrating resilience strategy into City operations, including into land use decision-making, capital improvements, and other ongoing City programs.10.    Coordinates work schedules, project assignments, budget, procedures, and similar activities with the Utilities Director.  11.    Prepares, obtains input, and provides oversight of annual budget, capital improvement plan, expense management, and maintenance contract management.12.    Collaborates with Grants Administrator for grant opportunities and explores dedicated funding options and develops public/private partnerships.  13.    Performs other duties as assigned.MINIMUM EDUCATION AND EXPERIENCEEducation and Experience:Bachelor’s Degree from an accredited university or college in Environmental or Civil Engineering, or related field, plus five (5) years of increasingly responsible professional experience, specifically in municipal government agency, with two (2) years in a leadership position.  An equivalent combination of education, experience and training which provides the required knowledge, skills, and abilities may also be considered.  Certifications and Licenses:Must possess a valid driver's license with an acceptable driving record.KNOWLEDGE, SKILLS AND ABILITIESPerformance Aptitudes:•    Must be self-driven with the ability to execute a strategic vision, develop plans and goals and to create the framework necessary to implement, achieve obtain desired outcomes for City projects and programs.  •    Ability to establish and maintain positive and productive partnerships and obtain consensus with a variety of stakeholders skillfully and effectively.•    Demonstrates strong leadership characteristics including credibility, integrity, relationship-building, and initiative.•    Ability to exercise good judgement and discretion in matters that are confidential and sensitive.  •    Must possess excellent verbal and written communication skills and the ability to effectively present ideas and recommendations to both small and large groups.•    Proficient in computer technology that would be required in a management/administrative role. Essential Physical Skills:Work involves intermittent sitting, standing, walking, bending, stooping, crouching, kneeling, reaching, pushing, and pulling.  Occasionally will require extended periods of standing, walking and sitting.  May be required to occasionally lift, push, and carry up to 25 pounds.  Requires visual acuity (corrected or uncorrected) and communication with staff and the public in person and/or on the phone.  Work Environment:Work is typically performed in an office environment but may have exposure to inclement weather conditions, noise, fumes, and exhaust.The City of Fernandina Beach, Florida is an
