East Lansing City Manager Cleared in Harassment Complaint

East Lansing clears city manager in harassment complaint

The East Lansing City Council voted Thursday to release an independent investigation report that found City Manager Robert Belleman did not violate city policy or law in a harassment and bullying complaint filed by Grant Coordinator Erica Dziedzic-Hernandez.

Dziedzic-Hernandez filed the complaint in September 2025. The city hired Miller Canfield law firm in Lansing to investigate the allegations the following month. Investigators concluded in November 2025 that Belleman violated no policies or laws.

The investigators recommended leadership training for Belleman. He has since completed training with an executive leadership expert.

Dziedzic-Hernandez remains employed as grant coordinator and continues to report to Belleman.
