Municipal Services Benefit Unit (MSBU)

What is an MSBU? A Municipal Services Benefit Unit is a non-ad valorem assessment district established to provide for funding for improvements in a specific geographic area within the county. An MSBU is a group of properties that share in the cost and benefit of that improvement. Community Partner Funding Application Escambia County accepts funding requests from eligible community partners through an online application portal. Select the appropriate application type and follow the steps below to complete your submission. Begin Application in the Online Portal Need Assistance? Economic Development - Community Partner Economic Development Funding Application: For requests supporting economic development initiatives and related programs. 2. Grant Funding - Community Partner Grant Funding Application: For requests that align with grant-style program funding and community support initiatives. 3. Tourism Promotion - Community Partner Tourism Promotion Funding Application: For requests supporting tourism promotion and related community initiatives. How to Complete Your Submission 1. Open the application portal. Click Begin Application in the Online Portal. If you are a first-time user, create an account and sign in. 2. Select the application type. Choose the application type that applies to your request. Before proceeding, download the corresponding paper application provided in the portal. 3. Complete the downloaded application. Fill out the downloaded application document in full and save it on your device. You will upload this completed document during Step 5. 4. Enter organization and contact information. Provide basic information such as your organization name and primary contact details within the online portal. 5. Upload required documents. Upload the following items in the file upload section: The completed application document (downloaded in Step 2 and completed in Step 3), and All required supporting documents as outlined in the application instructions. 6. Review and submit. Confirm all required fields and uploads are complete, then submit your application through the portal. Tip: Have your documents ready before you begin. If a file is still uploading, wait for the upload to finish before moving to the next step.

Steven Barry, County Commissioner District 5

Steven Barry, District 5 Commissioner Steven Barry was first elected to represent Escambia County's District 5 in 2012 and was appointed chairman of the commission in 2014. He served as the chairman during 2019-2020 and for 2023-2024. Barry is in his fourth term in office. Barry has served on the Escambia County Planning & Zoning Board, Escambia County Citizens Environmental Committee and has chaired the Escambia County Fire Services Citizens Advisory Committee. He has been active with local community groups including the Miracle League, Escambia County Public Schools Foundation, Rotary Club of Cantonment, Pace Center for Girls and Covenant House Leadership Council.
