Iowa's School Choice Program Now Open to All Families, With $8,148 Per Student

Iowa's education savings account program has reached its final phase of expansion, eliminating all income restrictions as of the 2025-26 school year. Under the Students First Act, signed by Governor Reynolds on January 24, 2023, eligible families can now receive $8,148 per student for the 2026-27 school year to cover tuition, fees, and other qualified education expenses at Iowa's accredited nonpublic schools.

The program operates through education savings accounts managed by state contractor Odyssey, which handles applications, financial transactions, and compliance. Families can apply online in approximately 10 to 15 minutes, with the application window expected to open April 16 through June 30, 2026. For the upcoming school year, fall ESA funds will become available July 15, 2026, with families required to confirm tuition payments through the ESA portal by September 30 to retain their funds. Half of the $8,148 allocation is available for the fall 2026 semester, with the remainder available for spring 2027.

The three-year rollout began with income-restricted eligibility before expanding to universal access. All Iowa resident K-12 students now qualify, regardless of household income, representing the program's most expansive phase. Families must reapply annually to maintain eligibility, though funds remaining in an account from prior years can be carried forward if the student continues participation.

Governor Reynolds positioned the program as expanding educational opportunity beyond traditional public school options. The legislation also provides public school districts additional funding for students who live within their boundaries but attend private schools, addressing concerns about revenue loss from enrollment changes. As Iowa continues implementing school choice policies, the universal ESA program represents one of the state's most significant recent shifts in K-12 education funding.
