Belleair residents and local businesses face potential changes to various town fees and services as the Town of Belleair considers Ordinance No. 571. This ordinance proposes amendments to Appendix B – Fee Schedule of the Town's Code of Ordinances, impacting everything from solid waste collection to water billing and recreational activities.
The proposed changes include an increase in both hourly and minimum charges for solid waste special pick-ups. For multifamily residential properties, water billing will shift from a bi-monthly schedule to a monthly one. These adjustments aim to streamline operations and reflect current service costs.
Property owners will see updates to the prices for installing backflow prevention devices. The ordinance also eliminates annual maintenance fees for these devices, potentially reducing recurring costs for some residents. Additionally, the Town plans to eliminate fees for the disconnection or reconnection of water service, a move that could benefit residents experiencing service interruptions.
Recreational fees for non-residents are set to increase, while the individual annual 'Funky Friday Only' membership fee will be deleted. The ordinance also adds DBPR surcharges and removes permit fees for shallow and deep wells. A scrivener's error in the parking fine schedule will also be corrected.
The Town of Belleair provides a Business Impact Estimate for Ordinance No. 571, in accordance with section 166.041(4), Florida Statutes. This estimate ensures transparency regarding the potential effects of the proposed fee changes on local businesses, even though state law may not strictly require it for this particular ordinance.
