Victoria Expanding Trail Network Through 2027
Carver County and the City of Victoria will build miles of new trails, underpasses, and overpasses starting in 2026 to link downtown Victoria to Lowry Nature Center, connect Huntersbrook to Marsh Lake Road, and extend regional trail access along Bavaria Road from County Road 18 to Highway 5.
The Bavaria Road segment will provide direct routes to Carver, Chaska, and the Minnesota Landscape Arboretum. A trail underpass at Rolling Acres Road opens in 2026 along the Lake Minnetonka Regional Trail, eliminating traffic crossings. Construction begins in 2027 on a trail overpass at 78th Street connecting neighborhoods to the regional trail system over Highway 5.
Crews will pave the gravel section of the Lake Minnetonka Regional Trail east of downtown to Tamarack Lake in 2026. A second underpass at Madelyn Creek Park, scheduled for 2027, allows trail users to cross under Highway 5, with a connecting trail running to Rolling Acres Road.
Signalized crossings with crosswalks will be installed at Park Drive and Kochia Lane in 2026 to improve safe access across Highway 5. Carver County leads the Highway 11 North project while Victoria manages the Downtown West expansion. The city's Engineering Department oversees infrastructure planning for the projects.
