" YUMA, Ariz. (KYMA) - Yuma City Council is considering adopting an ordinance to place Proposition 436 on the ballot in November. Proposition 436 asks voters to approve a $30 million permanent base adjustment to the city's expense base. "It's really just to adjust our permanent base adjustment to our annual expenditure money. In basic terms, the AEL is a set spending framework that was adopted in 1980 and it really sets a limit to how much a city or town can spend," a city representative said. Most cities in Arizona have adjusted their AEL, but Yuma is one of six cities that has not yet. "We are kind of at the point where it's time to adjust the spending limit. The AEL is like having a bank account where you had 1000s dollars, but I have an ATM limit and I can only pull out a max amount and that's what we're really looking at. We aren't going to generate new revenue or taxes," the city said. A permanent base adjustment would not increase taxes, increase new revenue, or create new fees.
