Surveillance Program Set to Lapse as Congress Leaves Town Without Extension
A major U.S. intelligence program that enables surveillance of foreigners abroad through collection of domestic communications will terminate at the end of Friday unless Congress acts. Lawmakers departed Washington without scheduling a vote on extending the authority.
