Arizona Senate OKs Bills to Bolster Groundwater Data, Rural Access
PHOENIX — The Arizona Senate on Monday passed SB 1202 and SB 1287, Republican-led bills designed to refine groundwater management in a state grappling with chronic drought. Sponsored by Sen. T.J. Shope, R-Coolidge, SB 1202 requires the Arizona Department of Water Resources to conduct comprehensive water supply and demand assessments every five years for all groundwater basins and active management areas. The reports will include metrics such as average depth-to-static water levels, storage changes and recharge rates, providing stakeholders with clearer tools for sustainable planning.
Companion bill SB 1287, from Sen. Tim Dunn, R-19th District, updates statutes in active management areas to permit limited groundwater withdrawals for domestic use and stock watering under grandfathered irrigation rights. The change ties eligibility to an area's designation date rather than a uniform 1980 statewide cutoff, offering flexibility to rural ranchers in places like the McMullen Valley Active Management Area in La Paz County. Proponents argue the reforms safeguard agricultural livelihoods without undermining core protections.
The push comes as Arizona faces escalating Colorado River shortages, with deeper supply cuts projected for 2026. Lawmakers introduced 30 groundwater-related bills this session, mostly GOP measures favoring industry rights over strict conservation, according to KJZZ reporting. Democratic bills stalled without hearings, while Rep. Gail Griffin's HB 2146 — prefaced Jan. 7 to amend groundwater rules in irrigation non-expansion areas — and HB 2030 on water conservation grants remain in play. Critics, including rural supervisors from La Paz, Coconino and Yavapai counties, decry the lack of broader reform, pinning hopes on post-election shifts.
