Town of Leland Stormwater Program Aims to Reduce Flooding, Improve Water Quality

The Town of Leland's Stormwater Management program works to reduce flooding and improve water quality through six key measures, including public education and illicit discharge detection.

The Town of Leland is actively working to manage stormwater runoff, a critical effort aimed at reducing local flooding and enhancing the quality of water in the community. This initiative is also key to meeting the requirements of the Town’s National Pollutant Discharge Elimination System (NPDES) permit.

The comprehensive Stormwater Management program is built around six core measures. These include Public Education and Outreach, Public Involvement and Participation, Illicit Discharge Detection and Elimination (IDDE), Construction Site Runoff Control, Post-Construction Runoff Control, and Pollution Prevention and Good Housekeeping.

A significant component of the program is the Illicit Discharge Detection & Elimination (IDDE) initiative. An illicit discharge is defined as any discharge into the storm drain system that is not solely composed of stormwater. The IDDE program focuses on identifying and stopping these discharges to protect the environment and improve water quality.

Residents who observe what they believe to be an illicit discharge are encouraged to take action. They should note the location and describe the discharge's characteristics, such as color or odor, before contacting the Stormwater Department. Properties situated within the floodplain face increased flood risks. The Town of Leland implements regulations for development in these areas to minimize potential flood damage and safeguard property owners. The Town also provides educational resources, including materials from the EPA and the NCDEQ, to help residents understand stormwater management best practices.
